Minor <br />Revision No. 67 permitted this buttress. During review <br />of the revision, the Division stated that the presence of <br />the buttress would increase the overall stability of the <br />slope and provide erosional armor adjoining Sylvester <br />Gulch. But it appears from the stability analysis <br />included in Exhibit 51, that this buttress material is <br />not necessary for the stability of the pile. in <br />addition, the pile lies outside the 100-year flood plain <br />of Sylvester Gulch. Regardless, because only <br />approximately 142 cubic yards of riprap will be removed <br />from the 2000 cubic yard buttress on the refuse pile, <br />stability of the pile is not a major concern. <br />Please respond to the above comments as soon as possible as the <br />Division's proposed decision must be issued by March 20, 1994. <br />Please call if you have any questions. <br />Christine E.
