The following comments
relate to reseeding, topsoil, and stability of the refuse pile.
1. If necessary,
where riprap
topsoil added
as conditions
MCC should seed the
will be removed.
to the stockpile on
allow.
area of the refuse pile
MCC should seed the
the refuse pile as soon
During our meeting today, I mentioned that topsoil
removal in the area of the screening plant and RCC
buttress was a concern. I also reported that I had just
recently found this discrepancy, and did not have time to
research it further. From review of aerial photos,
photos provided by Phil Schmidt at our meeting, and Minor
Revision No. 87, it appears that topsoil has been
previously removed in this area. However, Map 56 does
not appear to accurately portray what is shown in the
photographs. Charlie Rehn of Envirocon states in a
letter associated with Minor Revision No. 87, dated May
11, 1993, that site preparation for the RCC buttress
included removal of topsoil. The photographs do indicate
that topsoil will need to removed with the construction
of the rock buttress, as MCC has identified in this
application. MCC should verify for the Division that
topsoil in this area has been stripped and update May 56.
(The Division has requested in the review of the midterm
that this map be reviewed for accuracy and updated if
required. MCC may wish to address updating the map in
the area of the screening plant at the same time).
