Questions reaazding MCC lands as a source area of riprap <br />MCC: MCC wishes to designate and have ready access to alternate sources for riprap. Initially riprap <br />will be obtained from the head of the slide, within the proposed construction envelope, as the primary <br />source which is integral to the proposed construction of the preventative measures. If there is insuj~cient <br />riprap material available from the head of the slide, an alternate supply needs to be identifred and a means <br />to access that source now. <br />DRMS: We believe the idea of identifying secondary or alternate rip rap sources now is a good one. Three <br />atemate sources previously described (rip rap from McClure Pass obtained in a manner that does not create <br />additional disturbance, rip rap from existing USFS road 711 that does not create additional disturbance <br />beyond the edge of the road, and rip rap from a gravel company) would not need our approval. However, <br />other sources discussed (rip rap from MCC lands, rip rap from McClure pass that creates additional <br />disturbance, and rip rip from beyond the edges of US Forest Service road 711) would require our approval. <br />MCC: Riprap from MCC's lands would only be obtained by "plucking" that rock that is totally or <br />partially visible on the surface. No subsurface excavation is proposed to obtain riprap from these lands. <br />Clearing of vegetation and salvage of topsoil is not proposed. <br />DRMS: As mentioned previously, rip rap collection activity on MCC lands would require our approval. <br />This proposed plan of operation should be submitted in conjunction with TR-108. <br />MCC: Loose, visible riprap would be obtained within 200 feet of FS road 711. Riprap would be hauled <br />with a trackhoe or front end loader to a truck on road 711 for loading and further transport to the dam. <br />DRMS: As mentioned previously, removal of rip rap from USFS road 711 would not need our approval, <br />though it may require USFS approval. However, as mentioned previously, rip rap removal in areas beyond <br />the edges of the USFS road should be approved through us, as well as through any other pertinent local, <br />state or federal agency. <br />MCC: Holes from rocks removed will be smoothed over with immediately surrounding soils and <br />revegetated with native species. Rocks leaving an impression greater than 4 feet deep will be replaced and <br />not taken. <br />DRMS: This proposed reclamation plan should be submitted as part of TR-108. <br />MCC: Large rocks obtained for riprap will be transported in whole to the dam construction site and <br />further broken into applicable pieces. <br />DBMS: This proposed plan of operation should be submitted aspart of TR-108. <br />MCC: Replacement of the rock from MCC lands is not proposed as it will serve as a long term <br />stabilization solution for the dam. As such the only "reclamation" that will occur is the immediate filling <br />of holes and vegetation for bare spots where rocks once laid. <br />DRMS: We support the "reclamation plan" described above as something that could, upon further review, <br />be approved by us. Please submit this in language in conjunction with TR-108. <br />
