iii iiiiiiiiiiiii-iii <br />999 <br />MINOR REVISION <br />HAYDEN GULCH COAL MINE <br />REMOVAL DEMONSTRATION FOR IMPOUNDMENTS 001 (EXPLOSIVE STORAGE <br />AREA POND) AND 002 (LANDFILL AREA POND) <br />1.0 INTRODUCTION <br />H-G Coal Company (HGCC) is submitting herewith an application for a Minor Revision (MR) to <br />Permit No. C-80-003. The purpose of this submittal is to demonstrate that H-G Mine impoundments <br />001 and 002 are no longer needed as sediment control structures and can be removed pursuant to <br />Rule 4.05.2(2). <br />Currently, impoundment 001 is the primary sediment control structure constructed for controlling <br />storm event runoff and treating sediment from the reclaimed area which incorporated the operational <br />Explosive Storage Area. Impoundment 002 was constructed to control storm event runoff and <br />sediment from the reclaimed area which incorporated the operational Landfill Area. Figure 1, <br />Sediment Ponds 001 and 002 Reclamation Demonstration, shows the location of the two ponds. <br />Sedimentation Ponds 001 and 002 were designed as temporary treatment impoundments, and as such, <br />removal was anticipated following the successful reclamation and revegetation of each contributing <br />drainage area. Exhibit D found in Exhibits, Volume I of the original Hayden Gulch Mine permit <br />application shows the Snal post-mining surface configuration. Exhibit D was developed to meet the <br />reclamation requirements of Rule 2.05.4(c), that the reclamation plan present a backfilling and <br />grading plan which shows the anticipated final surface configuration of the proposed permit area. A <br />copy of the original permit page dealing with HGCC's response to Rule 2.05.4 is provided for <br />reference. <br />During reclamation of the mine facilities area in 1987, HGCC backfilled and regraded the previously <br />disturbed areas which contribute runoff to ponds 001 and 002. Figure 1, Sediment Ponds 001 & 002 <br />Reclamation Demonstration, acomputer-generated reproduction of the approved post-mining <br />topography, shows that reclaimed topography for each previously disturbed area approximates the <br />anticipated post-mining topography as displayed on Exhibit D. In addition, Exhibit D indicates that <br />the only sediment impoundments proposed for retention as part of the post-mining land use were <br />impoundments 003 and 004. A letter from the Division to HGCC, dated November 25, 1985 <br />indicates that the Division accepted HGCC's intention of leaving impoundments 003 and 004 as <br />permanent post-mining features. <br />2.0 REVEGETATION <br />The approved post-mine land use for these areas is livestock grazing and wildlife habitat.
