i , ~ OCT. 2 '95 2~05PM DMG,GJCT 1 303 2410336 P.3
area- The remainder of the reclaimed area would not be subject to
a stem density standard. It is my opinion that shrub planting
within the designated areas would re-initiate the 1o year liability
period,. for those areas, but it would probably be feasible to
process's final bond release request for reclaimed areas other than
the shrub enhancement areas, if the operator were so inclined.
Specific details which we did not discuss in depth, but which would
need to be addressed in the TR application would include species to
be planted (possibly aspen, willow, and chokecherry), planting
methods and cultural practices (Roundup to reduce grass competition
prior to planting, use of weedguard fabric, etc.), and waiver or
reduction of cover, production, and diversity standards for the
enhancement areas.
John said that he thought HG was going to be submitting a revised
proposal within the next week or so. I asked him to touch bases
with us upon receipt of the proposal before contacting the company
or initiating any further review, to allow DMG and DOW to reach a
consensus on how to proceed. Subsequently, a joint meeting
including DMG, DOW, and HG representatives would probably be
appropriate.
Please pass this along to Dave, Joe, and the VTF. Also, to what
extent is my continued involvement in this issue desired? Do you
ant me to be the point of contact for DOW? Let me know what you
t3~tsk. Thanks.
