He agreed to send us this ASAP. I also
got the following information:
Borrow Pit•
The purpose of the borrow pit is to act a reservoir for material to
help reclaim the two portal areas at the time of final reclamation
of the area; some material having been excavated at the portals and
removed as coal. The BLM has a concern that it might be better for
the portals to be reclaimed to less than original contour so that
another area doesn't have to be disturbed (ie the borrow area).
Larry Routten concurred with this and said that we ought to have
Larry give us something on how they wish to reclaim the site after
reclamation (portal seals, post mining contours).
Additional Road Culverts and MSHA Berms:
I told Larry that we had some question about the graveling of those
drainage crossings that don't go to bedrock. He told me that BLM
wanted a culvert or road bar every 500 feet, along stretches of the
road that slope from 1% - 40, and that he wasn't sure how that
would shake out. He said that he would have to go out in the field
and decide how to do that.
Larry told me that he believes that MSHA berms will be built in at
least two places and perhaps at the west portals.
Larry Routten mentioned that we need to confer c/ith BLM and that
the Division needs to looF: at the road again in the field so as to
decide upon how to integrate the Division's concerns about low
water crossings and adequate road drainage; with MSHA,s concerns
about safety berms and BLM's concerns about the need for additional
road bars and culverts in a way that works for both the environment
and the operator.
