This array should begin east of the start room at a distance of I.5 times the <br />overburden height, and extend west past the panel's start room a distance of 2.0 times the overburden height. <br />This array should be monitored during the mining of Panels 12 Right, 13 Right, and 14 Right, to monitor the <br />effects of subsidence from multiple panels upon the area overlying Panel 12 Right. <br />e) We firrther request TCC include in this proposed subsidence monitoring program an array of monuments <br />arranged transverse (perpendiculaz) to Panel 12 Right's longitudinal axis, that would extend a distance of 1.5 <br />the overburden height from the south gateroad of Panel 12 Right to a distance of 1.5 the overburden height <br />from the north gateroad of Panel 14 Right. This second array is needed to monitor the effect upon the surface <br />overlying Panel 12 Right from both single panel and multiple panel subsidence effects. This second array <br />should be arranged west of Panel 12's start room, but east of the underground workings that provide passage <br />between Panel l2 Right and Panel 9 Right. <br />18. <br />19. This item has not been adequately addressed. <br />Based upon the Division's review of proposed Map 23, "Mine Plan" (certified 5/10/00), it is apparent that <br />portions of the following areas within TSN, R86W will be subsided by longwall mining operations: <br />Section 1 I; W ; ~ Section 13; N %Z Section 14; Section 16; and E % Section 17. <br />Rule 2.04.4(1) requires that a permit contain a description of the cultural and historic resources listed or eligible <br />for listing on the National Register of Historic Places and significant known archaeological sites existing on the <br />date of application within all areas proposed or likely to be affected by surface activities or planned or probable <br />subsidence over the life of the mine. <br />A review of confidential exhibits 6, 6a-1, 6-C, 6D, 6a-1, 6-C, 6D, 6E, 6F, 6g, 6H and 6I, however, indicates that <br />surreys for the presence of cultural and/or historic resources listed or eligible to be listed on the National Register <br />of Historic Places andlor the presence of significant known archaeological sites have not been conducted for <br />
