Dear Mr. Hernandez:
Greystone on behalf of Basin Resources is submitting the following responses to your preliminary adequacy
review of Technical Revision No. TR-36. The Corrective Action Plan for the New Elk Mine dated April, 1994
and the Second Quarter 1994 Groundwater Monitoring and Sampling Report dated June, 1994 have been
enclosed as a guide to some of these responses.
Rules 2.03.10,2.05.4(2)(h), and 2.05.6(1)
An Air Pollution Emissions Notice (ADEN) must be filed with the Colorado Departmen[ of Health
(CDH) located at 4300 Cherry Creek Drive South, Denver, CO., 80222-1530. No permit identification
numbers or licenses would be issued. This will comply with the Air Pollution Control Division which
has a primary to enforce the Clean Air Act within the State of Colorado. No modifications to the
current permits would be necessary.
2. Rule 2.04.7(1)(a)(v):
The purpose of the air sparge/vapor extraction system is to remediate hydrocarbon affected soils and
groundwater. The current concentrations of chemical in the groundwater is included in Table 2 of
the attached Second Quarter 1994 Groundwater Monitoring and Sampling Report. The concentration
that the constituents will be reduced to is unknown at this time. The goal of the system is to reduce
the contaminant concentrations below the Colorado Department of Health (CDH) cleanup guidelines
located in the CDH Storage Tank Facility Owner(Ooerator Guidance Documents dated December 11,
1992
3. Rule 2.04.7(3):
No underground sources of water for domestic, agricultural, indus[rial, fish and wildlife, or other
legitimate uses have been affected by the leak from the underground diesel storage tank.
4. Rule 2.04.7(4)(b):
The symbols indicated on Map 13, "Sediment and Surface Water Control Plan, East Portal" are
monitor wells. A figure showing the correct map symbols is located as Figure 1 in the attached
Corrective Action Plan. The elevations of the corresponding wells are shown in Table 1 of the
attached Second Quarter 1994 Groundwater Monitoring and Sampling Report. An elevation for SP-1
was not available.
