Fork of the Gunnison is presented on proposed revised pages Z.O.i-7~ and 2.O.i-7.i. <br />Please add a discussion of the impacts to users of the water after it leaves the Bowie No. <br />2 tLline site but before it reaches the North Fork of the Gunnison. <br />The operator revised page 2.05-73 and 2.0~-7d in the submittal dated October 4, 1999, <br />adding a discussion of downstream impacts. These revised pages brought up several <br />more questions. <br />9a. On proposed revised pages 2.0d-37 and 2.0~-73, it is stated that any significant <br />mine water discharge would need to be [rnnsported over the Deer Trail Ditch and <br />Fire tLlo:mtain Canal in order to avoid water quality degradntion. No structures <br />are in place right now to protect the water in the Deer Trail Ditch and Fire <br />Mountain Canal from significant mine water discharge. Rule 2.O~. ti(3)(a)(I) <br />requires that protection of surface and ground water tivithin the permit area and <br />the adjacent area be ensured. Please revise the permit to stare that Botivie will <br />build such structures. In addition, "significant "is not defrned. Whnt monitoring <br />method will Bowie Resources employ to determine when the mine water <br />discharge is significant and needs to be transported over the Deer Trail Ditch and <br />the Fire Mountain Canal ? <br />In the submittal dated October 4, 1999, BRL proposes to transport mine water <br />dischazge through a pipeline from the portals to "D" Gulch which drains to the <br />river. According to BRL, runoff from "D" Gulch would not flow into the Deer <br />Trail Ditch or the Fire Mountain Canal since the Deer Trail Ditch is contained in a <br />pipe in that section and there is an "undershot" in the Fire Mountain Canal at that <br />point. However, BRL proposes to withhold construction of the pipeline for now <br />since significant mine water has not been encountered in the development mining <br />to date. BRL proposes to commit to the construction of this pipeline within 9 <br />months of the acquisition of the Iron Point Tract. <br />The Division agrees that this issue can be dealt with at a later time, provided that <br />there will not be significant mine water dischazge into pond C in the interim <br />period. Also, the Division concurs that this issue can be resolved in the manner <br />BRL proposes, provided that it can be verified in the field by the Division that <br />"D" Gulch runoff does not enter the Deer Trail Ditch and the Fire Mountain <br />Canafi As BRL stated, the NPDES permit would have to be amended to allow for <br />this discharge point. Finally, at the time of revision, the Division requests that a <br />more detailed discussion of the impact of mine water dischazge into "D" Gulch <br />and along the flow path to the North Fork of the Gunnison River be provided. <br />96. Please provide a discussion in the permit as to the exact method that will be used <br />far bringing the mine tivuter discharge down the hill within the permit area. <br />
