Amended ownership and control information in Appendix 3 was properly updated, with <br />the exception of one possible typographical error. Amended page A3-1-2 lists Geoffrey <br />S. Chalas as Assistant Treasurer for AEP Coal, Inc. In AVS, the spelling is Chatas. <br />Please advise regarding the correct spelling and amend the appendix listing if <br />appropriate. <br />4. Amended narrative in Tab Sections 13 and 14 provided appropriate updates regarding <br />currently approved and proposed drainage and sediment control plans, as requested by <br />the Division, with certain exceptions. On page 14-11 i, the text was properly amended to <br />reference the proposed final reclamation realignment of the Coal Canyon permanent <br />channel segment (associated with removal of Sediment Ponds 6 and 10). For <br />consistency and clarity, we request that the Coal Canyon Realignment section on page <br />14-13 be updated to clarify that the prospectively described excavation, grading, and <br />stabilization work described was implemented during 2002. Also, the section should be <br />amended to acknowledge the proposed final reclamation realignment referenced on <br />amended page 14-11 i. Finally, the brief Cameo Borrow Area No. 2 reclamation <br />narrative on page 14-13 should be amended to discuss both the excavation and <br />reclamation performed in 2002. The amended narrative should also address the <br />proposed final reclamation realignment of the lower Coal Gulch channel that would be <br />implemented in association with removal of Sediment Pand 11. Please submit the <br />referenced reclamation narrative updates, including reference to proposed Coal <br />Canyon and lower Coal Gulch final reclamation realignments. <br />9. Response adequately addressed corresponding RN-4 PAR concern. <br />10a. Response adequately addressed corresponding RN-4 PAR concern. <br />10b. Amended Table 14-1, on page 3 of 3 states, with regard to CRDA-1 that a material deficit <br />associated with "realignment of Coal Canyon and reclamation of Ponds 6 and 10"will be <br />balanced by in part by "excess material genereted from the realignment of Coal <br />Canyon...° The second reference to Coal Canyon would appear to be erroneous; <br />reference to realignment of Coal Gulch was likely intended. Please amend as <br />appropriate. Also, given the documented poor quality of soil associated with Stockpile <br />No. 2 antl soils in the immediate vicinity of Coal Gulch, these sources may not be the <br />best available for use as cover soil and topdressing on the remaining portion of CRDA-1 <br />that remains open. Topsoil Pile 1, and perhaps the soil that could be excavated from the <br />lower segment of Coal Canyon below the large double culverts would appear to be more <br />2 <br />
