~. <br /> <br />~~ <br />Page 2 <br />Although your letter states that "applicable sections of the revision <br />application are enclosed", we received no information about the project other <br />than the location description. We cannot determine from your letter what <br />additional surface disturbances, if any, will accompany the revised <br />underground coal mining operation. Also, information concerning habitat types <br />occurring within the revised permit area and information on any completed <br />species surveys was not provided. Therefore, we included in the above list <br />all candidate species which may occur in the general project area. Based on <br />the information provided, we cannot fully evaluate the potential for impacts <br />to these species. <br />We recommend that a survey be conducted for a species when an important <br />habitat requirement exists within the project area and when that habitat <br />requirement will be directly or indirectly impacted by the project. Surveys <br />for the Southwestern willow flycatcher and the Great Basin silverspot <br />butterfly, for example, should be conducted if any riparian areas, seeps, or <br />springs exist within the project area and if these areas may be directly or <br />indirectly impacted by the project. The project proponent should obtain a <br />qualified person to review these species' habitat requirements, to determine <br />if any of these habitats requirements exist within the project area, to <br />evaluate the project to determine whether any species or their important <br />habitats will be impacted either directly or indirectly, and to conduct <br />species surveys if necessary. <br />Please note that the Grand Junction Supervisor's title and the name of our <br />division have changed.
