Stipulation No. 2 calls for the inclusion of the following items in the Annual <br />Hydrology Report: <br />1. A mine workings map showing the location and quantity of inflows; <br />2. A table keyed to the mine map which shall contain the source (i.e. fault, <br />fractures, etc.) quantity, duration, and quality (i.e, pH, EC, and <br />temperature) of all inflows; <br />3. A table containing records of water discharged from the mine, consumed in <br />the mine, and imported for use within the mine; <br />4. A map showing current water uses; <br />5. A discussion of the water balance within the mine; <br />6. A projection of hydrologic inputs of mining for the upcoming year. <br />Pages 4-68, 4-70, and 4-71 commit to the submittal of an Annual Hydrology <br />Report. The Division approves the date of change in the submittal from <br />February 28 to April 30 of each year. However, the commitment only <br />specifically cites submittal of items 1 and 6 above. Thus, the stipulation <br />will remain "active" until WECC commits to submittal of the remaining items. <br />Status: Active. <br />Stipulation No. 3 <br />THE OPERATOR SHALL UPON CLOSURE INSTALL WATER TIGHT SEALS WITHIN THE MINE <br />TO PREVENT GRAVITY DISCHARGE. THIS REQUIREMENT MAY BE WAIVED UPON THE <br />DIVISION'S APPROVAL OF A PLAN SUBMITTED BY THE OPERATOR. THIS PLAN SHALL <br />INCLUDE A DEMONSTRATION THAT THE WATER QUALITY OF THE DISCHARGE FROM THE <br />MINE WORKINGS WILL BE OF ACCEPTABLE QUALITY AND WILL REMAIN ACCEPTABLE <br />AFTER MINE CLOSURE. THIS SHALL INCLUDE CHEMICAL ANALYSIS AND A <br />PREDICTIVE MODEL THAT USES OXYDATION AND REDUCTION POTENTIAL TO DETERMINE <br />LONG TERM WATER QUALITY OF MINE WATERS. ALSO, THE PLAN SHALL INCLUDE 7HE <br />CONSTRUCTION OF A SUITABLE CHANNEL FOR MINE DISCHARGE. <br />This stipulation is not adequately addressed in the permit application. The <br />stipulation requires information demonstrating that water quality of the <br />discharge from the mine workings will be of acceptable quality and will remain <br />acceptable after mine closure. The stipulation, unlike the permit <br />application, is specific about certain items that will be required to be <br />submitted. Pages 3-81 through 3-89 commit to water tight seals in the event <br />that drainage is toxic or acidic. However, the narrative does not discuss the <br />method to be used in determining whether discharge is toxic or acidic. Thus, <br />the stipulation status will remain "future". <br />Status: Future. <br />-1- <br />
