J. J. Dudash - 2 - May 16, 2002 <br />Right of Entry <br />The roads and drill sites and associated light use roads are located on surface <br />managed by the USDA Forest Service. Right of entry on the USDA Forest Service <br />managed land is, subject to stipulations, authorized by Federal Coal Lease COC- <br />61209. <br />Affected and Disturbed Area <br />The light use road construction will disturb approximately 4.0 acres. The nine drill sites <br />will disturb approximately 4.0 acres for a total disturbance of 8.0 acres. Of this amount, <br />1.8 acres were outside the affected area boundary. <br />Cultural Resources <br />Permit revision number 4 incorporated into the permit a Class III Cultural Resource <br />Inventory and Paleontological Assessment Report for 1360 Acres of Forest Service <br />Administered Lands within the Iron Point Coal Lease Tract (COC-61209). No further <br />Cultural Resources Inventory should be required. <br />Light Use Roads <br />Light use roads will be constructed to access drill pads. The roads will be constructed <br />in accordance with rule 4.03.3 and permit application page 2.05-26. The layout of the <br />roads are presented on Map 9 Hydrological Monitoring Location Map. New light use <br />roads will be reclaimed. Reclamation of the upgraded and refurbished light use roads <br />may involve narrowing the roads so they are compatible with the postmining land use of <br />rangeland and wildlife habitat since roads are necessary to manage both land uses and <br />a light use road network was existing on the property prior to mining. <br />Soils <br />No detailed soil survey will be performed in the areas to be disturbed for the light use <br />roads or drill pads. To the extent possible, depending on the slope of the ground <br />surface, topsoil will be salvaged. <br />Vegetation <br />Map 3-1 Vegetation, Iron Point Tract, shows vegetation boundaries for the entire area <br />to be affected by this revision. <br />Reclamation Estimate <br />A reclamation estimate is enclosed. The estimated reclamation expense is $43,266. <br />
