CO-0034142 <br />Since the facility does not discharge pollutants limited by inter quality standards, with the exception of pH, to <br />the Yampa River, the low flows of the Yampa River will nor be used to calculate water quality-based effluent <br />limitations at Ou,falir 013, 014, 016, 018, 019, 020, and 021. Additionally, Outfalir 003, 004, 007, 009, <br />011, 012, 015, and 017, discharger associated with surface rtuwfffrom post mining areas to the Williams <br />Fork River, do ruu contain pollutants limited by rater qualify standards. 77tcrefore, the low fbws of the <br />Williams Fork River will not be used to calculate water quality-based tjjluent limitations ar these outjalis. <br />The acute and chronic !ow flows ojthe Willrams Fork River will be used to calculate rater quality-based <br />effluent (imitations at Outfalls 003, 022, and 024, which discharge mine water, and Outfall 023, which <br />discharges efjlueru from the wastewater treatment stabilization pond. <br />/V. FACILITY DESCRIPTION <br />A. Industry Description <br />7ht CEC Eagle Mint Complex is an underground coal mining operation. Surface mining conducted in the past is <br />inpost-mining phase. <br />Outfall 002, consisting of mine drainage from the No. 9 Mine, was eliminated from the previous permit in January <br />1987 (Amendment IJ. Amendment 4 to the permit reactivated old Outfall 002, (utentfled in the new permit as <br />Outfall 024J which discharges mine water from the No. S and No. 6 Mines. <br />Outfall 006, assaciatrd with surface runoff from a reclaimed area sedimentation pond was deleted from the permit <br />(Amendment SJ in Ap~i[ 1990. <br />1. 7Yoe oflndustrv -CEC operates an underground coal mining operation <br />2. Sources to the Treatment Plant - On September 27, 1990, CEC requested that the permit be amended ro add to <br />the discharge from Outfall 009 the flow from an oil/water separator. 7ht oil/water separator receives wash <br />down inter from a servlce building. Water from the separator flows to sedimentation pond SA-PI where it is <br />commingled with runoff from reclaimed areas of the sitc. The discharge from Pond SA-PI is Outfall 009. <br />Based on information provided by the pmnittee in the above referenced lener, the porul it designed to handle <br />the additional flow. <br />3. Chemicals Used - No changes in chemicals used at the facility have occurred since the issuance of the <br />previous permit. <br />8. Wastewater Treatmeru Description <br />With the exception of the addition of the oil/water separator for the treatment of additional flows to Outfall 009, no <br />changes with the wastewater treatmem systemr hove occurred since the issuance of the previous permit. <br />
