Lift thicknesses, material consistencies and placement procedures appear to be in <br />compliance with Terra Matrix re-evaluated stability analysis. Expansion of the pile <br />westerly has been in progress and some areas of waste deposit in the new area has <br />begun. <br />Minor erosion channels were observed in several slopes on the active pile and <br />evidence of hay bales installed to check erosion on the steep slopes of the <br />reclaimed pile appear to have functioned well. The erosion channel along the <br />north face of the reclaimed pile that had been noted and flagged with orange <br />flagging at previous inspections has not yet occurred; recommend installation of <br />hay bale to eliminate further erosion. <br />Vegetation on the reclaimed face appeared to be in good condition. <br />Information provided by EFCI estimated that 26,500 tons of refuse material has <br />been placed on 2.1 acres in the southwest section of the pile. Review and discussion of <br />compaction testing and test results verified that compaction to minimum dry density of 52 <br />pcf on the fines material was being achieved. Compaction testing is scheduled semi <br />annually and the results from this quarterly inspection were reviewed. A table of these <br />tests and results is attached hereto. <br />A summary of my comments and recommendations for this quarterly inspection <br />include continuous monitoring of lift thickness and materials consistency and any erosion <br />damage, placement of hay bale at noted erosion channel, monitoring and recording of any <br />seeps and provide an updated estimate of the rate of material deposition. <br />To the best of my knowledge, based upon my professional expertise, the <br />permanent coal refuse stockpile at the Southfield Mine is being constructed in <br />conformance with the prudent state-of--the-art of earthen embankment construction. <br />I hereby certify, based upon my field observations and professional investigations, <br />as detailed here above, that the permanent coal refuse stockpile at Energy Fuel Coal, <br />Incorporated's Southfield Mine, located in Fremont County, Colorado, is being <br />constructed and maintained in compliance with the approved refuse disposal plan of the <br />Colorado Mined Land Reclamation Division. <br />_.t. <br />'S, ' .~ a Gr ~..- <br />
