Lochhead <br />E~eculrce DueUOr <br />Michael B Long <br />Dieision Director <br />The Division has been trying to resolve the above issue with CC&VG for the past few months <br />with no apparent resolution to date. On December 28, 1994, when the Division approved <br />Technical Revision number 10, the following condition was placed on the approval letter. <br />"The ground water quality data submitted by CC &VG can and will be used by the Division to <br />define ambient water quality, up to the date on which processing fluids aze introduced into the <br />facility. After that date the uses of subsequently collected samples water quality results to <br />delineate baseline water quality may be suspect. Therefore, it is preferable that any additional <br />data desired by the operator for possible use in determining "Ambient Water Quality"be <br />collected, if possible, prior to the application of processing Fluid to the leach pad." <br />The Division has adequate water quality data to properly place numeric protection limits to all <br />the monitoring wells in Arequa and Wilson Gulch. In consideration of CC&VG's commitment, <br />in its recent letter dated August 19, 1997, to expeditiously undertake measures " .. to I) define <br />the cause and extent of the adverse change attributable to CC &VG's operation and 2)mitigate <br />the adverse change that interferes with reasonable use of ground water ", the Division will assign <br />appropriate numeric protection levels, IE. Permit conditions ,and points of compliance for the <br />Wilson Gulch\Bateman Creek area of the mine on September 29, 1997. <br />In the Division's letter to you on May 28, 1997, following a meeting at the mine on May 14, <br />1997, you were advised that the Division's concerns regarding the possible impacts of the <br />Carlton project on ground water included the Ironclad-Globe Hill azea of the mine. It was <br />mentioned in that letter that the Division did not have groundwater quality or depth data for <br />monitoring wells that CC&VG is known to monitor in that azea and that such data together with <br />water quality data for the Moffat Tunnel was requested.
