D. MONITORING, REGORDKEEPING, AND REPORTING OF <br />RESULTS <br />Requirements for monitoring overlying USDWs in an area of <br />Class III injection wells are included in 40 CFR Part 196.32 and <br />146.33. The operator submitted with the application an overall <br />monitoring program including process monitoring. The operator's <br />Surface and Groundwater Monitoring Plan (Water Monitoring Plan) <br />and Subsidence Monitoring Plan, both df November 1999, are <br />incorporated into the permit as Appendix H and Appendix I, <br />respectively. The permit contains a summary of major items in <br />those plans together with specific minimum monitoring <br />requirements. <br />The permittee shall conduct comprehensive monitoring that <br />includes injection wells and both surface and ground water at the <br />site. Water quality measurements shall utilize the applicable <br />analytical methods described in Table 1 of 90 CFR Part 136.3, or <br />in Appendix III of 90 CFR Part 261, or in certain circumstances, <br />by other methods that have been approved by the Director. <br />Monitor wells shall be positioned to assure that potential <br />impacts to surface water and ground water shall be detected. <br />Baseline monitoring at the site was begun in January 2000. <br />The baseline requirements for ground-water monitoring wells <br />include collecting monthly water level and water quality data. <br />Five (5) quarters of baseline data shall be collected prior to <br />commencement of solution mining. Yellow Creek and Corral Gulch <br />shall be monitored monthly or in accordance with current U.S. <br />Geological Survey (USGS) monitoring schedules for these streams, <br />since a baseline has been established at existing stations. <br />Spring and seep monitoring shall be conducted at least twice per <br />year, corresponding to high flow (spring) and lower flow (fall) <br />conditions for the baseline period and during solution mining <br />operations. <br />1. Infection Well Monitoring Program. Monitoring <br />requirements for Class III wells are specified in 90 <br />CFR Part 146.33. Samples and measurements shall be <br />representative of the monitored activity. Monitoring <br />shall include the following: <br />(a) Analysis of the injection and production fluids <br />for each well, performed: <br />• Monthly for the first six months for all <br />major ions, total dissolved solids (TDS), <br />dissolved organic carbon, BETX, the TCLP <br />parameters, oil and grease, methane, pH, <br />Page 15 of 120 <br />EPA FINAL Area Permit No. C03870-00000 <br />
