COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT, Water Quality Control Division <br />Rationale -Page 2, Permit No. CO-0032638 <br />III. RECEIVING STREAM <br />Art assessmeru of the stream statadmds, low flow data, and ambient stream data has been performed to determine the assimilative <br />capacities for Trout Creek and tributaries for potential pollutants of concern. This information, which is contained in Appendix A <br />to this rationale, also includes an antidegradation review. The Division's Permits Section has reviewed the assimilative <br />capacities to determine the appropriate water quality-based effluent limitations as well as potential limits based on the <br />antidegradation evaluation. The limitations based on the assessment and other evaluations conducted as part of this rationale <br />can be found in Tables VI-I tluough YI-4 of this ratiotale. <br />Outfalls 004A and 007A will continue to be the authorized discharge points for this permit. Outfalls MONI and MON2 are <br />required to collect data for certain parameters for a future reasonable potential analysis. However, as this facility is under final <br />reclamation, and the permittee is expected to fle for bond release, the monitoring frequency for the MON outfalds will be semi- <br />annually. This way, if band release cannot be granted, there will be enough data for a reasonable potential analysis for all <br />metals during the next permit renewal. Note [hat Outfall OOIA was eliminated from the previous permit as part of a permit <br />amendment. <br />IV. FACILITYDESCRIPTION <br />A. Industry Description <br />/. woe oflndustrv: The facility is a reclaimed surface coal mine. Surface wrens have been rentrned to proper condours <br />and vegetation is growing. The Colorado Division of Minerals and Geology reports that the site may be fully released <br />from bond in the near future. <br />2. Sources to the Treatment Plant: Sources are surface runofffrom precipitation events (rainfall and snowmelt) and spoils <br />spring water. The latter is generated when groundwater surfaces through areas in which mining spoils have been <br />deposited. <br />3. Chemicals Used: The permittee did not specify any chemicals for use in waters that may be discharged On this basis, <br />no chemicals are approved under this permit. Prior to use of any applicable chemical, the permittee must submit a <br />request for approval that includes the most current Material Safety Data Sheet (MSDS) for that chemical. Until <br />approved, use of any chemical in waters Chat may be discharged could result in a discharge of pollutants not authorized <br />under the permit. Also see Part ILA. /. of the permit. <br />B. Wastewater Treatment Description <br />Outfall 004A is the discharge from a Moffat Ponrl, which receives surface runoff and spoils spring water. Outfa11007A is the <br />monitoring point in Koll Ditch #3, an ditch owned and controlled by the permittee, at a point prior to the ditch flowing into <br />Trout Creek, Three former outfalls (002, 003, and 006) discharge into Koll Ditch #3 above this point, with sources from <br />surface runoff and spoils spring water. Outfa11007A was created to simpl fy monitoring requirements for the permittee since <br />they all ender the unclassifted Koll Ditch #3, which is part of the treatment facility and serves as a conveyance to Trout <br />Creek. <br />Pursuant to [he authority ofArticle 9, Title 25, Regulations for the Certification of Water Treatment Plant and Wastewater <br />Treatment Plant Operators, this facility will require a certifted operator. <br />V. PERFORMANCE HISTORY <br />A. Monitoring Data <br />1. Discharge MonitorinP Reports: Tables p-1 and Y-2 summarize the effluent data reported on the monthly Discharge <br />Monitoring Reports (DMRs) for Outfalls 004 and 007 for the Edna Mine from April 2001 through November 2006. The pH <br />data is from n period of record of March 2003 to March 2005 (during an amendment to the previous permit, pH was left off <br />of the new DMRs, this data was submitted to the Division from the permittee in April 2005). <br />
