This plan should be prepared by a professional engineer registered in <br />the State of Colorado. <br />Nothing herein contained shall be construed as allowing any discharge to waters of the State other than through the <br />dischazge points specifically authorized in this permit. Nothing herein contained shall be construed as excusing any <br />liability the permittee might have, civil or criminal, for any spill. <br />The submittal of a Spill Prevention Control and Countermeasure Plan (SPCC Plan) as required by 40 CFR Part 1 l2 <br />may satisfy all or part of this requirement. GENERAL REQUIREMENTS <br />1. Representative Samoline <br />Samples and measurements taken as required herein shall be representative of the volume and nature of the monitored <br />discharge. All samples shall be taken at the monitoring points specified in this permit and, unless otherwise specified, <br />before the effluent joins or is diluted by any other wastestream, body of water, or substance. Monitoring points shall <br />not be changed without notification to and approval by the Division. <br />2. Analvtical and Samoline Methods for MonitorinE <br />The permittee shall install, calibrate, use and maintain monitoring methods and equipment, including biological and <br />indicated pollutant monitoring methods. Analytical and sampling methods utilized by the dischazger shall be approved <br />methods as defined by Colotado Regulations for Effluent Limitations (5 CCR 1002-3, 10.1.5), and federal regulations <br />(40 CFR 136) and any other applicable State or Federal regulations. <br />The analytical method selected for a parameter shall be the one that can measure the lowest detected limit for that <br />parameter unless the permit limitation or stream standard for those parameters not limited, is within the testing range <br />of another approved method. <br />When requested in writing, the Water Quality Control Division may approve an alternative analytical procedure or <br />any significant modification to an approved procedure. <br />3. Records <br />The permittee shall establish and maintain records. Those records shall include the following: <br />
