DISCUSSION: (continued) <br />The Permittee will be required co develop and implement a Storm rdacer <br />Management Plan (Sw':SP). Although some acc_~ities may already be in place, <br />the SWMP will require the Pernittee to coordinate best management <br />practices so the result is a reduction or elimination of pollutants <br />reaching state water `_rom areas not limited by effluent limitations. The <br />Permictee wil'_ be required to submit tie SG'MP co the Division fir review <br />within si:c months from the dace certification is issued. For stecifics of <br />the Plan and additional requirements, please reference the Part I.3.2 of <br />the general permit. <br />The permittee will not be required to perform idhole Eff'_uenc Toxicit•r <br />(rdET) testing pursuant to Section 6.9.'(2)(a)(i)(A) of the 7egulations `or <br />the State Discharge Permit System o.i.0 (5 CCR 1002-2) which exempts <br />facilit'_as _ertified under the general permit. <br />The permictee should note that a permit is required until bond release by <br />the Mined Land 2eclamation Division. <br />VII. SPECIFIC INFORMATION OF CONCERN TO THE PERMITTEE: <br />The Permittee is encouraged to read the genera'_ rationale for an <br />understanding of how the permit was developed and co read the permit <br />itself to see what requirements exist, Effluent limitations and <br />monitoring requirements are specified in tart I.B, and special <br />notification requirements for effluent violaciors are addressed in Part <br />II.A.3. <br />Based on the above information, the Rockcastle Company is certified to <br />discharge from the Grassy Gap '*.ine under tie general permit far Coal <br />mining facilities, ider.ciE_ad as ?ermic )Io.
