INFORM-3TION: <br />The Grassy Gan Coal nine is an inactive and reclaimed sur=ace coal mine. <br />A1'_ discharge points 3C this faci:ity are associated with surface water <br />discharges from the reclaimed areas. No active mining has occurred at <br />this site since 1985, and Rockcasc'_e has removed all mir-e _`acilities from <br />the area, including fuel storage areas. <br />The Rockcascle Company has comeia___ significant raclamac'_on at the mine <br />site. Specifically, the permictee has cemnleted all backfil'_ing and <br />grading activities at tae sits. Additional l_ a~rface areas have been <br />recontoured, and most of the areas have been previously revegetaced. <br />Since the facility is cnrrent'_y inactive, any discharges from the facilit_~ <br />should consist of surface runoff only. If discharge of mine Wacar, prep <br />plant scar, sanitary avatar or other non-surface runoff re'_ated water <br />becomes necessarf, the Permictee will have to request that an individual <br />NPDES permit be drafted prior to tae occurrence of such discharge, to <br />replace this general permit. <br />V. ANTIDECR.4DATION: <br />These are rot reviewable waters pursuar.c co Section 3.':.B(3)(a) of the <br />Basic Standards and KethodoLogies for Surface 'dater (5 CCR 1002-2), based <br />on a finding of no incr=_ased water .uali__ impact. <br />VI.
