Proper Operation and Maintenance <br />The permittee shall at all times properly operate and maintain ail <br />facilities and svscems of treatment and control (and relacad <br />appurtenances) which are installed or used by the permictee to achie•~e <br />compliance with the conditions of this permit. groper operation and <br />maintenance includes effective performance, adequate funding, adequacy <br />operator staffing and training, and adequate laboratory and process <br />controls, including appropriate quality assurance procedures. phis <br />provision reeuires the operation of back-up or auxiliary facilities or <br />similar systems only when necessary co achieve compliance with c.`.e <br />conditions of the permit. <br />3.
