Box 191 <br />Victor, CO 80860 <br />RE: CARLTON PROJECT -Permit No. M-80-244 -Amendment No. 6 <br />Temporary Conditions To Set Trigger Parameters For pH, WAD Cyanide, <br />Volume LDS 1-V, Underdrain Discharge And Groundwater Monitoring Wells <br />Dear Mr. Hardaway: <br />~'~ <br />~~~~~ <br />*~DETTP^ART~7-T~7M~En7N~T~~OT~F <br />1 V !] 1 V r~L-11. <br />RESOURCES <br />Roy Rnmer <br />c~~e~nor <br />lames 5 Lochhead <br />Exewove Dvecmr <br />m~chael d Long <br />Drvis~on Dvrctar <br />The Division of Minerals and Geology has reviewed your December 13, 1995 response to its <br />September 28, 1995 inhouse memo to Bruce Humphries, which was sent to you with a cover <br />letter requesting comments by October 13, 1995, regarding the above-referenced subject. <br />Based on your comments and comments from Division staff, the Division requires the following <br />conditions take place to modify commitments 29, 30 and 31: <br />Condition No. 1 <br />a) The permittee shall assume that a "failure or imminent failure" in the active Cresson <br />Valley leach facility has occurred for emergency response purposes when: <br />i. the collected sample from the underdtain for WAD cyanide exceeds the <br />consecutive 30-day running average, and <br />ii. the volume of flow from the liner system exceeds one gallon per acre per day <br />from all areas overlain by the footprint of the pregnant solutions pond(s), and <br />iii. the pH of the collected solutions exceeds 9.0; or <br />iv. the 30-day average for the underdrain is greater than 1.0 WAD cyanide and the <br />pH of the collected solution exceeds 9.0 (no volume limit or standazd); or <br />v. the 30-day average for the LDS is greater than .5 mg/1 WAD cyanide and the <br />volume of fluid is greater than 30 gallons per day. <br />
