Based on historical hydrology of the area, contact between
the drained water and surface waters is not anticipated. A copy of the
expected water quality from the water treatment plant is provided in the
following application materials.
5. Colowyo requests the ability to discharge potable water to surface water
systems. Colowyo's potable water distribution system is spread over an
extensive area and our water use is relatively small at the lower end of the
system. In order to minimize the formation of disinfection by-products
created by our chlorination program, ensuring tank turnover times of 3-5
days (maximum of 7 days) would be very helpful, especially during the
summer months. The increased "use" of stored potable water would speed
the rate of turnover in the system and help facilitate compliance with state
drinking water regulations.
If you have any questions, please contact Kurt Blunt at 970-824-1531 if you would like
further clarification on the proposed changes to the permit.
Encl.
