The reclamation plan map does not show the proposed topography of the area with contour <br />lines of sufficient detail to portray the depth and slope of the reclaimed ponds. Please revise <br />the recfamaffon plan map to include contour lines of the reclaimed area. <br />We have added the proposed contours on the Reclamation Plan Map, per your request. <br />Rule 6.4.7 Exhibit G- Waterlnformation <br />35. The Division received comments from fhe Offrce of the State Engineer (OSE) regarding the <br />proposed application. According to the OSE, before a well permit can be approved the <br />applicant must conduct a field location of the site and document the locations of all wells <br />within 600 feet of the permit area. The applicant must then obtain a waiver of objection hom <br />all well owners with wells within 600 feet of the permit area or request a hearing before the <br />State Engineer. See the attached OSE letter for further detail. Please commit to not exposing <br />groundwater until a well permit is obtained hom the OSE. In addition, once the well permit is <br />obtained a copy must be submitted to the Division. <br />The operator will not expose groundwater until a well permit is obtained from the OSE. The operator <br />wilt submit a copy of the permit to the Division. <br />36. Attached, please find the Division's hydrology review comments of the Lupton Lakes <br />Resource application prepared by Tom Schreiner. Please address all comments and <br />questions nofed on the attached letter. <br />We have enclosed a separate letter response to Mr. Schreiner's March 8, 2005 comments. <br />Rule 6.4.12 Exhibff L• Reclamation Costs <br />37. The Division will estimate a cost to reclaim the site based on the information submitted in the <br />application. However, the Division has the following questions regarding final reclamation of <br />fhe site. <br />• Please list all structures that will be constrrcted on site including their composite, <br />dimensions and mefhod of reclamation. <br />• The applicant states that they are currently investigating the construction costs for the <br />proposed compacted clay liner and will forward this calculation to the Division during the <br />review process. Please submit this information and specify the volume of clay to be <br />excavated for each pond or phased area. <br />. The estimate prepared by the applicant depicts a volume and associated cost to replace 6" <br />of topsoil on the reclaimed areas. However, the permit application states that a minimum of <br />?2" will be redistributed. Please clarify this discrepancy and provide an estimate the <br />volume of topsoil necessary to reclaim each pond and/or phased area. <br />• Provide an estimated cost to install the interconnect pipelines between the ponds and to the <br />South Platte River. <br />
