Basin has been evaluating the economics of conducting a <br />. research plan versus placing 4 feet of non-toxic material over the <br />coal processing waste. At this time, Basin is' choosing not to <br />conduct research. Basin will be placing 4 feet of non-toxic <br />material including topsoil, on the processing waste bank. <br />Species diversity and visual cover estimates of interir <br />reclamation activities which occur prior to final reclamation will <br />be monitored in the third growing season following seeding. This <br />sampling will not achieve statistical adequacy. Evaluation of <br />vegetation success shall begin following the year of initial <br />seeding of the management unit. Evaluation of seeded areas shall <br />occur in Year 4 and two years prior to final bond release. The <br />results of any revegetation success evaluations will be submitted <br />to the Division with the Annual Reclamation Report for the year. <br />Vegetative cover and diversity will be sampled using 25- <br />meter long point-intercept transects. The reclaimed area and the <br />reference area will be sampled separately. Sampling transect <br />locations for both reclaimed areas and reference areas, will be <br />provided on the Vegetation Map. <br />Ten transects will initially be conducted in each area. <br />Sample size will be determined as sufficient using the Snedecor- <br />Cochran sample adequacy formula (equation 1), or when 50 transects <br />have been sampled. (1) <br />• 2 <br />Nmin = (tZSZl=(dx) <br />where: <br />Nm~~ = the minimum number cf observations needed, <br />t = 1.833 (the t-table value for a two-tailed t-test with <br />(10-1) degrees of freedom at the 90% confidence level), <br />sz = the sample variance, <br />d = .1 (level of precision for estimate of the mean to be <br />within 10% of the actual mean), and, <br />X = sample mean. <br />Initially, ten transects will be randomly located and oriented in <br />each area. Transect locations or orientations that result in <br />overlap of previous transects or the sampling area boundary will be <br />randomly redirected prior to the point of overlap. <br />Data from the ten .initial transects will be used to <br />determine sample size adequacy. If sample size adequacy is reached <br />with ten transects, no further transects will be monitored. <br />(Revised 9/2/94) <br />' 2.05-2 <br />
