Basin proposes to reclaim the Golden Eagle Mine disturbed areas to pastureland and • <br />rangeland. The grassland reference area will be used and evaluated as a reference: base <br />for the rangeland post-mining land use areas. The AVF reference area, located et~st of <br />pond 003 as approved by Technical revision 50, will be used and evaluated for tht; <br />pastureland post-mining land use ares. These evaluations mill be conducted according to <br />the requirements of 4.15.8, as per the following criteria: <br />1. Herbaceous cover shall be at least 90 percent of the cover as determined from the <br />Golden Eagle grassland reference area with 90% statistical confidence. <br />2. Herbaceous productivity shall be at least 90% of the productivity as determined from <br />the Golden Eagle grassland reference area with 90% statistical confidence. <br />3. Species diversity will be deemed adequate when the reclaimed lands consist of a <br />minimum of two cool season grasses, two warm season grasses, and one forb. Theses <br />species shall each comprise at least five percent and no more than sixty percent <br />relative cover, and shall consist of perennial non-noxious species. This criteria shall <br />not apply to areas seeded with the pastureland seed mix. <br />Shrub density will not be used to evaluate revegetation suct:ess since the post-mining <br />land use is rangeland and pastureland. Rather, the shrub component will comprise up to <br />5 % of the species composition or 2 to 4 shrubs per meter squared. This is based on • <br />reevaluating data in Exhibit 13, Appendix C. Fringed sage is the only valuable shrub <br />encountered. The mean and standard error for fringed sage density is 3.1 and .94, <br />respectively. The confidence interval surrounding the mean at 0.20.level of prob:tbiliry <br />with 34 degrees of freedom is 3.1 +/- 0.94 stems or 2.16 to 4.00 stems per meter squared. <br />Reclamation of sediment pond 003 and 005 will be accomplished by seeding 4 pounds <br />PLS of alfalfa and 12 pounds of PLS of brome per acre. Basin will submit production <br />data for the adjacent AVF reference area to the Division in conjunction with the <br />vegetation-monitoring plan. This data will be used to evaluate the revegetative success of <br />the pastureland revegetation areas. <br />During application and placement of the soil material to the regraded surface, particular <br />care will be taken to ensure that the soil material is suitable for use as a plant growth <br />medium. Testing of the soil material after placement will be completed to determine the <br />level of nutrients present in the soil and to specifically determine the required fertilization <br />rates. Atypical suite of soil parameters as recommended by the Department of Range <br />Science or equivalent agency will be utilized to determine the suitability of the topsoil <br />material. Following determination of the topsoil suitability, the appropriate fertilization <br />rates will be approved by the Division and utilized to enhance the revegetation potential <br />of the disturbed area. <br />2.05-20 (Revised-PR=} 4/?7/00) • <br />t~N-o3 <br />
