<br />Ground renter means water below the land sur-
<br />face in a zone ofsaturation.
<br />Nnmrdmrs wnsre means a hazardous waste as
<br />defined in 40 CFR 261 3.
<br />Hn,nrduus IVnsre Manngemenr fanlin~ ("HWM
<br />facility") means all contiguous land, and swe-
<br />IVrcS, Other appurtenances, and improvements on
<br />the land used (or treating, storing, or disposing of
<br />hazardous waste. A facility may consist of several
<br />treatment, storage, or disposal operational units
<br />(for example, one or more landfills, surface im-
<br />poundments, or combination o([hem).
<br />HWM fucilifv means "Hazardous Waste Man-
<br />agement faciluy."
<br />lndiun Tribe means any Indian Tribe having a
<br />Federally recognized governing body carrying out
<br />subvantial goeemmrnml duties and powers over a
<br />defined area.
<br />/njecuun well means a "well" into which
<br />"fluids" are being injected.
<br />hrjecnnn Anne means a geological "formation",
<br />eroup of formations, or pan o(a formation receiv-
<br />ing fluids through a well.
<br />Lirhulog7 means the description of rocks on the
<br />basis of their physical and chemical characteristics.
<br />Oirner nr npernmr means the owner or operator
<br />of any facility or activity subject Io regulation
<br />under the RCRA. UIC, NPDES, or 404 programs.
<br />Parker means a device lowered into a well to
<br />produce a Owd-tight seal.
<br />Pennir means an awhorization, hcensr, or
<br />equivalent control document Issued by EPA or an
<br />"approved Stair" to implement the rcgwrcmrnts
<br />of this part and pans I24, 144, and 145. Pernut
<br />does not include RCRA interim status (§ 122.23),
<br />UIC awhonzauon by rule (§§ 144.21 to 14426
<br />and 144.15), or any pennil which has not yet been
<br />the subjen of final agency action, such as a "dean
<br />permit" or a "proposed penruL"
<br />Plugging means the act or process of stopping
<br />the flow of water, oil or gas imo or out of a for-
<br />mation through a borehole or well penetrating that
<br />fonnauon.
<br />Plugging record means a systematic listing of
<br />permanent or temporary abandonment of water,
<br />oil, gas, IeSL exploration and waste injection wells,
<br />and may contain a well log, description of
<br />amounts and types of plugging material used, the
<br />method employed for plugging, a descnption of
<br />formations which are sealed and a graphic log of
<br />the well showing formation location, formation
<br />thickness, and location of plugging slmrtures
<br />Pressure means the total load ar force per unit
<br />area acting on a sur(am.
<br />Project means a group of wells in a single oper-
<br />ation.
<br />Rndinncrive wore means any waste which con-
<br />tains radioactive material in cmncentmtions which
<br />exceed (hose listed in 10 CFR part 20, appendix
<br />B, table II column 2.
<br />RCRA means the Solid Waste Disposal Act as
<br />amended by the Resource Conservation and Re-
<br />covery Act of 1976 (Pub. L. 94-580, as amended
<br />by Pub. L. 9509. 42 U.S.C 6901 cr seq.l.
<br />SD WA means the Sa(e Drinking Water Act
<br />(Pub. L. 95-523, as amended by Pub. L. 95-190,
<br />42 U S C. 300(t) er segJ.
<br />Sire means the land or water area where any fa-
<br />cility or activity is physically located or con-
<br />ducted.including adjacent land used m connenion
<br />with the facility or activity.
<br />Srrle nr pru¢ipul source nquiJer means an aqui-
<br />kr which has been designated by the Admims-
<br />traror pursuant to section 1424 la) or (e) of the
<br />SDWA.
<br />Score Director means the chit( administrative
<br />officer of any State, interstate, or Tnbal agency
<br />operating an "approved program." or the drle-
<br />galed representative of the Slate Director. If the
<br />responsibility is divided among two or more Stnte,
<br />intersmte, or Tnbal agencies. "State Director"
<br />means the chief administrative o(fittr of the Stair,
<br />intersmte, or Tribal agency authorized to perform
<br />the particular procedure or (unction to which ref-
<br />erence is made.
<br />Srrmum (plural srrnm) means a single sedi-
<br />mentary bed or layer, regardless of th¢(:ness, that
<br />consivs of generally the same kind of ra:k mate-
<br />rial.
<br />Subsidence means the lowenng of the natural
<br />land surface in response to. Earth movements.
<br />lowering of fluid pressure; removal of underlying
<br />supposing material by mining or solution of sol-
<br />ids, either artificially or from natural causes, com-
<br />paction due to wetling (Hydrocompaction); oxida-
<br />tion of organic maser in soils; or added load on
<br />the land surface.
<br />Surface cusrng means the first stung of well
<br />casing to be installed in the well.
<br />Total dissolved solids ("TDS") means the total
<br />dissolved (filmrable) solids as determined by use
<br />of the method specified in 40 CFR pan I?6
<br />UIC means the Underground Injection Control
<br />program under Pan C of the Safr Drinking Water
<br />Acl, including an "approved program."
<br />Underground injection means a "well injec-
<br />tion."
<br />Underground sourre of drinking motet (USDW)
<br />means an aquifer or its portion:
<br />(1) (i) Which supplies any public water system;
<br />ar
<br />(ii) Which contains a sufficiem quantity of
<br />ground water to supply a public water system; and
<br />fA) Currently supplies drinking water for human
<br />consumption; or
<br />(B) Contains (ewer than 10,000 mg/I total dis-
<br />solved solids: and
