4146.3 4146.3 Definitions. The following definitions apply to the under- ground injection control program. Abnndnned well means a well whose use has been permanently daconunued or which is in a start of disrepair such that a cannot be used (or its imended purpose or (or observation purposes. Adminisrraror means the Adtmnistmtor of the United States Environmental Protection Agency. or an authorized represenmtive. Applicannn means the EPA standard national (ortns (or applying for a permit, including any ad- ditions, revisions or modifications to the forms; or forms approved by EPA (or use in approved States, including any approved modifications or re- visions. For RCRA, application also includes the information required by the Director under § 12: 25 Iwments of Pan B of the RCRA applica- tion). AqurJer means a geological (omtation, group of formations, or pan o(a formation that is capable of yielding a significant amount of water to a will or spring. Area of review means the area surrounding an injection well descnbtd according to the criteria set forth in § 146.06 or m the case of an area per- mit, the project area plus a cocumscribing area the width of wh¢h is either '/+ of a mile or a number calculated according to the criteria set forth in 4 146.06. Qrsirt,q means a pipe or tubing of approprime material, of varying diameter and weight, lowered into a borehole during or after drilling in order to support the sides of the hole and thus prevent the walls from caving, to prevent loss of drilling mud into porous ground, or to prevem waer, gas, or other Flutd from tittering or leaving the hole. Gnaaraphic rnllnpse means the sudden and utter failure of overlying "strata" caused by re- moval of underlying matenals. Cementing means the opermion whereby a ce- ment shirty is pumped mIO a drilled hole and/or forced behind the casing. CrmJining bed means a body of impttmtable or distinctly less permeable material stmtigraphtcally adjacent to one or more aquifers. Cnnmrninmu means any physical, chemical, bio- logical, or radiological substance or matter in water. Com~enriunnl mine means an open pit or under- ground excavation (or the produnion of minerals. Director means the Regional Admmtsimtor. the State director or the Tribal director u the context requires, or an authorized rcprcsenmuve. when there is no approved Smtt or Tribal program, and (here is an EPA administered program, "Director" means the Regional Admintstratar When (here is an approved State or Tribal program, "Director" normally means the State or Tribal director. In some circumstances, however, EPA retains the au- Ihority to take ctnain actions even when (here is an approved State or Tribal program (For exam- ple, when EPA has issued an NPDES pemtit prior Io the approval o(a Slate program. NPDES "point source," or Smm 404 dredge and fill activity, or any other fa- cility or activity (including land or appurtenances thereto) that is subject to regulation under the RCRA, UIC, NPDES, or 404 programs.
