(U Prior to clos- ing the well, the owner or operatur shall observe and record the pressure decay (or a lime specified by the Direcor. The Director shall analyze the pressure decay and the transient pressure observa- tions conducted pursuant to §146.68(e)(q(i) and determine whether the injection activity has con- formed with predicted values. (2) Prior to well closure, appropnate mtchanraal integrity testing shall be conduneJ to ensure the integnty of that portion of the long string casing and cement that will be left in the ground after closure. Telling methods may include (i) Pressure tests with liquid or gas; (ii) Radioactive tracer surveys: (iii) Noise, temperature, pipe tvaluauon, err ce- ment bond logs; and (iv) Any other test required by the Director. (3) Prior to will closure, the will shall be flushed with a buffer fluid. (4) Upon closure, a Class I hazardous wale well shall be plugged with cement in a manner that will not allow the movement of fluids into or between USDWs. (5) Placement of the cemem plugs shall be ac- complished by one of the following: (i) Tht Balance Method; (ii) Tht Dump Bailer Method: (iii) The Two-Plug Method, or Ov) An altemarc method, approved by the Di- rector, that will reliably provide a comparable level of prmecnon. (6) Each plug used shall be approprimely tagged and tested for seal and stability before closure is completed. (7) Tht well to be closed shall be in a state of smite tyudibnum with the mud weight equalized top to bottom, evher by circulating the mud in the well at least once or by a comparable method pre- scribed by the Director, prior to the placement of the cement plug(s). § 146.72 Post-closure care. (a) The owner or operator o(a Class 1 hazard- ous waste well shall prepare, maintain, and com- ply wish a plan (or post-closure care [hat meets the rcgwremenis of paragraph (b) of this section and a acceptable to the Director The obligation to im- plement the post-closure plan survives the Ienni- nation of a permit or the cessation of injection ac- tivities. The regwrcment to maintain an approvtd plan is directly enforceable regardless of whether the requiremem is a condition of the permit. (4) The plan shall include the following in(or- malion: (i) Tht prcssurc in the injection zone before in- jection began; (ii) The anticipated pressure m the injection zone at the time of closure; pu) The predicted lime umil pressure m the m- jection zone decays to the poim that the well's cone of influence no longer inrcrsects the base of the lowermost USDW; (tv) Predicted position of the waste front at clo~ sure; (v) The status of any cleanups required under § 146.64; and (vi) The estimated cost u( proposed post-closure care. (5) At the request of the owner or operator, or on his own initiative, the Director may modify the post-closure plan alter submission of the closure report following the procedures in § 124.5 (b) The owner or operator shall: (Il Cominue and complete any cleanup action required under § 146.64, if applicable; (2) Cominue to conduce any groundwater mon- uonng rcgwred under the permit until pressure in the injection zone decays to the point that the well's coot n( influence no longer mmrstcts the base of the lowermost USDW. The Dlrcctor may extend the period of pose-closure monitonng if he determines that the well may endanger a USD14. (3) Submit a survey plat to the local zoning au~ thonty designated by the Director The plm shall indicate the locmion of the will relative to pemta- nently surveyed benchmarks. A copy of the plat shall bt submited to the Regional Adminivmtor of the appropriate EPA Regional Office. (4) Provide appropriate notification and infor- mation to such State and local authorities as have cognizance over drilling activities to enable such State and local authomies to impost appropriate conditions on subseyuem dolling activities that may penttiatt the well's confining or injection zone. 24
