(U Prior to clos- <br />ing the well, the owner or operatur shall observe <br />and record the pressure decay (or a lime specified <br />by the Direcor. The Director shall analyze the <br />pressure decay and the transient pressure observa- <br />tions conducted pursuant to §146.68(e)(q(i) and <br />determine whether the injection activity has con- <br />formed with predicted values. <br />(2) Prior to well closure, appropnate mtchanraal <br />integrity testing shall be conduneJ to ensure the <br />integnty of that portion of the long string casing <br />and cement that will be left in the ground after <br />closure. Telling methods may include <br />(i) Pressure tests with liquid or gas; <br />(ii) Radioactive tracer surveys: <br />(iii) Noise, temperature, pipe tvaluauon, err ce- <br />ment bond logs; and <br />(iv) Any other test required by the Director. <br />(3) Prior to will closure, the will shall be <br />flushed with a buffer fluid. <br />(4) Upon closure, a Class I hazardous wale <br />well shall be plugged with cement in a manner <br />that will not allow the movement of fluids into or <br />between USDWs. <br />(5) Placement of the cemem plugs shall be ac- <br />complished by one of the following: <br />(i) Tht Balance Method; <br />(ii) Tht Dump Bailer Method: <br />(iii) The Two-Plug Method, or <br />Ov) An altemarc method, approved by the Di- <br />rector, that will reliably provide a comparable <br />level of prmecnon. <br />(6) Each plug used shall be approprimely tagged <br />and tested for seal and stability before closure is <br />completed. <br />(7) Tht well to be closed shall be in a state of <br />smite tyudibnum with the mud weight equalized <br />top to bottom, evher by circulating the mud in the <br />well at least once or by a comparable method pre- <br />scribed by the Director, prior to the placement of <br />the cement plug(s). <br />§ 146.72 Post-closure care. <br />(a) The owner or operator o(a Class 1 hazard- <br />ous waste well shall prepare, maintain, and com- <br />ply wish a plan (or post-closure care [hat meets the <br />rcgwremenis of paragraph (b) of this section and <br />a acceptable to the Director The obligation to im- <br />plement the post-closure plan survives the Ienni- <br /> <br />nation of a permit or the cessation of injection ac- <br />tivities. The regwrcment to maintain an approvtd <br />plan is directly enforceable regardless of whether <br />the requiremem is a condition of the permit. <br />(I) Tht owner or operator shall submit the plan <br />as a pan of the permit application and, upon ap- <br />proval by the Director, such plan shall be a condi- <br />tion of any permit issued. <br />(?) The owner or operator shall submit any pro- <br />posed stgnificanl recision w the plan as appro- <br />priate over the lilt of [ht well, but no laser Than <br />the dine of the closure repott required under <br />§ 146 71(c). <br />(3) The plan shall assure financial responsibility <br />ss regwred m § 146.7}. <br />(4) The plan shall include the following in(or- <br />malion: <br />(i) Tht prcssurc in the injection zone before in- <br />jection began; <br />(ii) The anticipated pressure m the injection <br />zone at the time of closure; <br />pu) The predicted lime umil pressure m the m- <br />jection zone decays to the poim that the well's <br />cone of influence no longer inrcrsects the base of <br />the lowermost USDW; <br />(tv) Predicted position of the waste front at clo~ <br />sure; <br />(v) The status of any cleanups required under <br />§ 146.64; and <br />(vi) The estimated cost u( proposed post-closure <br />care. <br />(5) At the request of the owner or operator, or <br />on his own initiative, the Director may modify the <br />post-closure plan alter submission of the closure <br />report following the procedures in § 124.5 <br />(b) The owner or operator shall: <br />(Il Cominue and complete any cleanup action <br />required under § 146.64, if applicable; <br />(2) Cominue to conduce any groundwater mon- <br />uonng rcgwred under the permit until pressure in <br />the injection zone decays to the point that the <br />well's coot n( influence no longer mmrstcts the <br />base of the lowermost USDW. The Dlrcctor may <br />extend the period of pose-closure monitonng if he <br />determines that the well may endanger a USD14. <br />(3) Submit a survey plat to the local zoning au~ <br />thonty designated by the Director The plm shall <br />indicate the locmion of the will relative to pemta- <br />nently surveyed benchmarks. A copy of the plat <br />shall bt submited to the Regional Adminivmtor <br />of the appropriate EPA Regional Office. <br />(4) Provide appropriate notification and infor- <br />mation to such State and local authorities as have <br />cognizance over drilling activities to enable such <br />State and local authomies to impost appropriate <br />conditions on subseyuem dolling activities that <br />may penttiatt the well's confining or injection <br />zone. <br />24 <br />
