• INTRODUCTION <br />Haul Road G was designed and constructed during the summer of 1992 in preparation for coal <br />haulage in fall 1992 from the Seneca II-N Mine North area. All salvageable topsoil was <br />removed from the disturbance area and stockpiled. Table 1 contains the es-built culvert <br />summary. The as-built Culvert calculations ere contained in Attachment 13-7. This <br />certification covers approximately 7,440 feet (1.41 miles) of Haul Rgad G. <br />CANS TR21C77QN Sl7NMARY <br />In accordance with Rule 4, Part 4.03.1(1)(d) of the Rules and Regulations of the Colorado <br />Mined Land Reclamation Board pursuant to the Colorado Surface Coal Mining Reclamation Act <br />34-33-101 et. seq., I, Thomas J. Yainwri9ht, hereby certify that the construction of Haul <br />Road G was inspected by myself. 1, Thomas J. Yeinwright, am a 1976 graduate in civil <br />engineering and a Registered Professional Engineer in Colorado. I visited the site on <br />numerous occasions during [he construction period. <br />On June 22 through June 26, 1992, I visited the construction site and observed topsoil <br />removal for Haul Road G and placement of fill materiel according to the approved design end <br />• specifications. <br />1 visited the construction site again on July 13, 1992, July 27, 1992 and August 12, 1992 <br />and observed placement of fill and base materiel. These activities were conducted in <br />accordance with the prudent state-of-the-art earthen construction. On September 23, 1992, <br />1990, 1 inspected Heul Road G and construction was completed. <br />The purpose of my inspections end certifitation was to ensure proper construction of Haul <br />Road G and to satisfy the requirements of Rule 4.03.1(1)(d) of the Colorado Mined Land <br />Reclamation Division. <br />Ta the best of my knowledge, based upon my professional expertise end to the extent <br />possible, this haul road at the Seneca II-N Mine was constructed with prudent <br />state-of-[he-art earthen construction. Further, the structure was constructed in <br />compliance with the approved design, to the extent possible, es specified in Tab 13 of the <br />approved permit. <br />. Vertical Alignment. The overall grade was constructed at 7.6X. The mezimum pitch grade <br />was 15.0X. The grades, overall, were less then the design grades. <br />
