• <br />• Page 2 <br />5. A. Several key points in the Department of Energy (formerly the Energy <br />Research and Development Administration, or E.R.D.A.) lease have an <br />effect on the reclamation plan. They are as follows: <br />1) Because of the possibility that waste dumps may contain, what <br />could be in the future a marketable grade of ore, the mayor <br />portion of the dump cannot be removed from the lease block. <br />This stipulation also puts somewhat of a limit on the extent <br />oP grading that can be done, that is, the dump cannot be spread <br />over a large area so as to make the material irretrievable in <br />the Future. ' <br />2) Portals, adits, ventholes, and any other such features of the <br />mine cannot be permanently closed without the approval and <br />consent of the Department of €nergy. This would be applicable <br />to the reclamation plan in the event that Cotter would cease <br />mining when the D.O.E. considered the mine to still hold market- <br />able ore. <br />3) According to the lease, reseeding must be done under the recom- <br />mendation of the surface managers, the Bureau oP Land Management. <br />Therefore, Cotter is obligated to use the seed mixture recommended <br />by this agency. <br />4) All pre-existing structures, including roads, must be left <br />intact and restored to their original state at the cessation <br />of mining. <br />B. Please notice the second paragraph of the letter in Exhibit C . <br />oP the original application, which includes the statement, "Said <br />lease authorized Cotter to enter upon and mine the Exhibit 'A' <br />property Por a primary term of ten (10) years and extension for <br />an additional ten-year period. <br />C. Under Reclamation Performance Standards - Grading, delete the <br />sentence, "Slopes will approximate a 2:1 grade and will not exceed <br />the natural angle of repose of the waste material." Add, "The angle <br />oP regraded slopes will not be conspicuously different than the angles <br />of slopes in the surrounding terrain." That is regrading will be <br />carried on so as to blend in the affected area with the surrounding <br />topography as well as possible without creating unneccesarily high <br />safety, erosion, etc., hazards. Grading will be done on the waste <br />dump area which extends along the western edge of the surface <br />facilities. <br />D. Those roads which are considered to be pre-existing and will not <br />be reseeded are shown on the Exhibit C-2 map. If none are marked <br />as such, all roads claimed as affected acreage will be reseeded. <br />E. At the permanent closing of the mine, venthole Pans will be dismantled <br />and removed, the hole will be plugged by blasting, the concrete pad <br />removed, and the area will be reseeded with the Following mixture <br />recommended by the Bureau of Land Management: <br /> <br />
