Is the <br />water pumped frog a depth? On page 19. the apriag site is shorn and <br />would seem to be in an area that will be mined. If the spring le not <br />somehow pumped from a depth of SO feat below the deepest area to be <br />mined, the situation seams impossible. <br />~2. Does the owner/operator have a sufficient eater right on the spring for <br />the planned lrrigationl Nill the spring be othen-iee used in the lining <br />i operation4 If so, an industrial use eater right would probably ba <br />necessary. <br />1 3. Please refer to my comments under BXRIBIT B (4). <br />E}CHIBIT E <br />\ } I ors unclear as to the planned final topography for the site. All <br />x reclaimed alopee should be at 2H:1V or leas. Por purposes of topeoiling <br />(( ~` and glantinv„ alopee of 3:1 or less ere more practical. A map would be <br />helpful to ahoy where the pit floor will atop and the back slopes will <br />begin. Ia the pit floor to be uneven or will it have a gentle elope <br />(perhaps 1X from the back of the pit toward the front - the Coal Creak <br />side)? At this point these mattnre are unclear. <br />~/l. Presumably, the satire disturbed area. including the back alopee and <br />/~ pit floor are to be reclaimed ae per SCS recommendations as an iaterin <br />measure until development can occur. This would, of couras, be a good <br />idea from a arability point of view. Please clarify this natter. <br />~3. Presumably, the 4" to 6" of topsoil planned for reclamation includes <br />all available stockpiled topsoil. Please clarify this mnttnr. <br />EXHIBIT H <br />~iAs you have not included reclamation costa of leas than $2,500.00, I will <br />plan to recommend a bond of $2,500.00 to thejjoard at the March 25-26 meeting. <br />I bees tried to be comprehensive in ny review of this permit. If I can clarify <br />any portions of this latter, plane call ma. I feel that ve can answer these <br />various questions before the March 25-26 meeting.
