Mr. Jerry White
Larimer County Planning Division
April 25, 1995
Page 2
Connell currently has sand and gravel mining, an asphalt batch plant, and headquarters just
north of the proposed Wellington Downs permit site (known as the Stute Pit). They have
been operating the Stute Pit since 1990. Connell supplies local, county, and state
governments as well private industry with aggregate and asphalt. Cornell has just about
exhausted the sand and gravel reserves and is in the process of reclaiming the site.
Therefore, they need to relocate their mining operation to the Wellington Downs Deposit.
The Wellington Downs site has been drilled and contains an estimated of 1.2 million cubic
yards of sand and gravel reserve. The average depth of the deposit is ten feet below the
overburden depth of 4.5 feet.
Currently Connell uses and/or sells between 200,000 and 250,000 cubic yazds of aggregate
material a yeaz. They expect to keep this same rate of production at the Wellington Downs
sites. They will mine between 10 to 15 acres a year. At this rate of mining they expect to
mine and reclaim the site in eight to ten yeazs. Reclamation will be concurrent with
mining.
The final reclamation plan for the site is a lined water storage reservoir. The DMG Pre-
mining/Mining Plan Exhibit shows the dimensions of the lake.
Expected member of clients/patrons per day. Connell serves anywhere between 50 and 100
clients a yeaz. Due to the nature of their business, supplier of asphalt and sand and gravel
base materials, they generally get hired for lazger contract projects that require a lazge
quantity of material. As mentioned above they serve local and state governments and
private industry.
Number of employees. Connell will employ about 20 people at this operation.
4. Days and hours of operation. Monday through Saturday, 7:00 a.m. - 6:00 p.m.
5. Projected daily tragic to and from the site. Through the sale of their products, Connell will
generate truck traffic onto County Road # 36 and County Road # 7. Connell expects to
mine between 200,000 and 250,000 tons of aggregate annually. They expect an average
carrying weight of 23 tons/truck. For the purpose of this daily truck traffic prediction a
truck load is defined as a loaded truck leaving the site. A truck trip is any truck entering
of leaving the site. Therefore, one loaded wck actually generates two truck trips.
