Colorado Mined Land Reclamation Board 3 October 3Z, Z980 <br />No. 6 Issue - Description of screening mounds. <br />Buffer strips will be Zeft or reconstructed along the west and east <br />perimeters of the Stage I area and along the west, east, and south <br />perimeters of the Stage II area. Proposed locations of buffer strips <br />for Stages III and IV are indicated on Exhibit C. A protective buffer <br />strip will be reconstructed along the south edge of St. Vrain Creek <br />as shown on Exhibit C and detailed in Attachment C. These berms will <br />serve to separate property owners from the proposed permit area. A <br />50-foot wide berm will be reconstructed along the east boundary to <br />separate the adjacent property oumer's 7 acre pond from any impacts <br />from mining operations. AZZ buffer strips along shorelines and river <br />banks will have a minimum 2:Z slope as per Colorado Mined Land Reclamation <br />Board Rules and Regulations. AZZ buffer strips shall be constructed or °' ~ <br />t-, <br />reconstructed to an elevation equal to the historic elevation of the :'~ ~ °l <br />river bank or natural grade in the area. In the case of the river bank 4`d ~ <br />and the buffer east of Stage I the elevation will be maintained at 482Z,~1,c ~' -;-r' <br />according to information supplied by the Colorado [/ater Conservation // h ~ ~^~~/ <br />Board. ~~ M ry <br /> f. <br />No. 7 Issue - Shape and construction of proposed ponds. ~.~- <br />Although it would be easier to construct the barriers between the oonds <br />by leaving predetermined buffers between them, this would of necessity <br />cause us to Zose approximately 25~ of the gravel deposits. The only <br />economic solution is to rebuild the divider strips between the ponds with. <br />screenings and waste material after the mining is complete. Since these <br />divider strips will be covered with topsoil a~xd vegetation there is no '; ~` <br />reason to believe they will be any Zess stable than buffers constructed ~' ~ :Yj' <br />of undisturbed material. Conversations with the Water Conservation Board ~ <br />indicate that during flooding, the flow velocities are on the order ~ _~~' <br />of two feet per second or Zess. This is more likely to cause the deposit <br />of silt than to cause erosion. A buffer of at ZeaSt~SD feet in width will <br />be Zeft between the bank full stage of the ponds and all property adjacent <br />to the area to be permitted. A Z00 foot wide buffer strip will remain , <br />between the operation and the St. Vrain Creek. Cc <br />No. 8 Issue - Z00- year flood impacts on adjacent property <br />f <br />The Colorado Water Conservation Board letter dated October 22, 2980 r <br />indicates that there would not be any significant increase in the existing ,~ <br />flood hazard to the area (Attachment D) <br />Since the adjacent property owner, Mr. SZovek, is located within the Z00- <br />year fZeodplain and, in fact, within or just near to the Z00-year flood- ~ <br />way, the potential for flooding has always been extremely high. By re- <br />constructing the berms as described elsewhere in this letter, the County <br />will operate in such a way as to minimize any adverse hydroZooic impact <br />to acZjaeent property. <br />No. 9 Issue - Effect of operations on wildlife. <br />The County will agree to keep all operations at least 200 feet from St. <br />Vrain Creek during the periods October through December and February ~ <br />through March. <br />
