To <br />prevent adverse affect on Federal resources other than coal and to assure that <br />the revision is consistent with the Grand Junction Resource Area land use plan <br />the following items must be attached to the approval as stipulations or <br />incorporated into the reclamation plan. Please forward a copy of the <br />approval document for our records when the revision is approved. <br />1. The mulch identified in the reclamation plan (straw or native grass hay) <br />for use on HLM surface shall be cer.ti~f-i~d~weed.,f-ree-by the Colorado <br />Department of Agriculture as per'Federal Register Vol 61, No. 143, July <br />24, 1996, page 36469. A copy of the "Transit Certificate" shall be <br />submitted to BLM and approved prior Co use of the mulch. <br />If mulch grown in fields outside the state of Colorado is anticipated to <br />be used, BLM shall be contacted and the inspection program for that <br />state must be identified. BLM must approve the program inspection <br />methods and receive proof of inspection by that program prior to the use <br />• of the mulch. <br />2. The maximum extent of surface disturbance of the area to be recontoured <br />to a 2:1 slope at the mine site portal shall be staked and/or flagged at <br />50 foot intervals. Recontouring shall not occur until the area to be <br />recontoured is inspected by BLM and BLM confirms that the staked area <br />agrees with Figure 3.1-7. Upon completion of the inspection and <br />confirmation that planned sine,,,,disturbance~of-previously undisturbed <br />• surface does not exceed 0.3.acre-BLM will give verbal followed with <br />written permission to proceed. <br />3. The access road from the private property line to the two track road <br />turnoff that accesses the left fork of the canyon shall be reclaimed in <br />the following manner: <br />a. The road profile shall be left in place for use by BLM and <br />members of the public as authorized by BLM. <br />b. Bdesurofwytlerrioad;,.~l eavi[kg„~l,,eight.~foot,~running <br />,~ ~ surface~~an the center of the road profile, shall be harrowed <br />or disked to a depth of 4 to 6 inches to prepare a seedbed <br />and the prepared seedbed shall be seeded with the seed <br />formula approved with the mine plan. <br />
