~ ~ ~~~
Mr. Thomas G. Mathias
December 6, 1993
Page Two
Provide a monthly analysis of all depletions and replacement credits.
Provide an accounting form.
On August 8, 1992 we received a response to the March requests but the additional
information was inadequate in regards to a ~rouple of the requests, specifically:
No analysis of actual historical consumptive use of irrigation water wa:>
supplied. The stated reason was that the ditch company did not have
records of deliveries. There are other approaches which are commonly
used when delivery records are not available and this analysis is essential
to proper plan development. Critical in this analysis is proper consideration
of the irrigation by the Rio Grande Canal water and by the well. They must
be separated because only the Rio Grande water can be used as a
replacement source.
A month by month determination of evaporation replacement requirements
and of replacement cred'~ts is required for administration of the plan. These
figures will go into your accounting form and form the basis for determining
whether or not the plan is adequate to begin with and is being property
operated in the future.
Please include a detailed description of how the plan will operate including
how the Rio Grande water will be diverted and used to generate
replacement credits. To do this, envision the daily operations of the various
parts of the plan and describe each component.
If these issues can be resolved in a satisfactory manner, your plan is really not very far
from being able to be approved. If these requirements are unfamiliar to you I would be
glad to recommend several engineering firms who are familiar with the preparation of
these plans and could perform the required analyses for you.
