Mathias <br />December 6, 1993 <br />Page Two <br />Provide a monthly analysis of all depletions and replacement credits. <br />Provide an accounting form. <br />On August 8, 1992 we received a response to the March requests but the additional <br />information was inadequate in regards to a ~rouple of the requests, specifically: <br />No analysis of actual historical consumptive use of irrigation water wa:> <br />supplied. The stated reason was that the ditch company did not have <br />records of deliveries. There are other approaches which are commonly <br />used when delivery records are not available and this analysis is essential <br />to proper plan development. Critical in this analysis is proper consideration <br />of the irrigation by the Rio Grande Canal water and by the well. They must <br />be separated because only the Rio Grande water can be used as a <br />replacement source. <br />A month by month determination of evaporation replacement requirements <br />and of replacement cred'~ts is required for administration of the plan. These <br />figures will go into your accounting form and form the basis for determining <br />whether or not the plan is adequate to begin with and is being property <br />operated in the future. <br />Please include a detailed description of how the plan will operate including <br />how the Rio Grande water will be diverted and used to generate <br />replacement credits. To do this, envision the daily operations of the various <br />parts of the plan and describe each component. <br />If these issues can be resolved in a satisfactory manner, your plan is really not very far <br />from being able to be approved. If these requirements are unfamiliar to you I would be <br />glad to recommend several engineering firms who are familiar with the preparation of <br />these plans and could perform the required analyses for you. <br />
