Box 266 <br />Monte Vista, Colorado Si 144 <br />Re: Second Notice of Need for Additional Information for Review of Mathlas <br />Concrete North Farm Road Pit No. 1 - MLRD Permit M77140 <br />Dear Mr. Mathias: <br />In a letter dated October 22, 1992, the State Engineer recommended that Judy <br />Sappington from his office, Bob Plaska in the Alamosa Division Engineer's Office and <br />myself coordinate to assist you in preparing a plan which can be approved. I apologize <br />for the span of time elapsed since that letter and would like to talk with you about getting <br />your plan moving toward a successful completion again. <br />To refresh your memory, I had sent a letter requesting additional information dated March <br />16, 1992 in which the primary concerns were identified as follows: <br />• Provide documentation of ownership of the replacement water source. <br />• Provide an analysis of the actual historical consumptive use of Rio Grande <br />Canal water used to irrigate the alfalfa. <br />• Take out the well water as a replacement source unless the well is covered <br />by a court approved plan for augmentation. <br />• Credit may be claimed for the area formerly in irrigated alfalfa which is now <br />under the water surface of the lake. <br />• Under current rules and regulations only the depletions from water surface <br />areas exposed after December 31, 1980 need to be replaced. <br />• Provide a description of any other depletive uses of water from the pit. <br />• Provide the potential of sub-irrigation of crops on the historic acreage. <br />CIVIL AND ENVIRONMENTAL ENGINEERING • PLANNING <br />
