This letter responds to the Division's
comments in that letter, which we submit to you in advance of the date of March
31, 2005, requested in the DMG letter of January 26, 2005, acknowledging the
change of decision date in this case.
A complete set of revised drawings is provided with this adequacy response.
Changes prompted directly by the Division's letters of January 21 and January
26, 2005, are discussed by topic below. In addition, two other changes have
been implemented on these plans based on the applicant's effort to address
potential adequacy issues as thoroughly as possible.
1. Benches have been widened on the east face of the quarry and
southwest face of the processing area to conform to site-specific rock
mechanics addressed in the report of John Abel. These revisions are
related to measurement of total surface area that will be disturbed to
accommodate operations and are discussed in further detail below,
under 6.4.4 -Mining Plan -Maximum Disturbance.
2. The proposed point of access from State Highway 119 has been
moved to a point approximately 700 feet south and east of the access
initially proposed. This will require additional blasting and earthwork at
the commencement of operations. Additional rock generated by the
change in access point will be trucked off-site or absorbed into the
waste rock pile without altering its footprint. The new access point also
extends the permit and statutory "affected" area to a new intersection
