In this case, the applicant <br />submitted a document conforming precisely to the requirements of Exhibit <br />M. <br />The DMG adequacy review incorporates collateral issues raised by <br />objectors into comments under Exhibit M. We note that these comments <br />do not relate to the technical adequacy of Exhibit M but are instead legal <br />and jurisdictional issues outside of the scope of Rule 6.4.13. Nonetheless, <br />the applicant has retained an attorney and responds to objections related <br />to Gilpin County Special Use Review and Highway Access Permitting in <br />an attached memo from Chris Hayes, Esq. <br />
