bring them into conformity with the Reclamation Plan, no costs are
referenced for this specific purpose under Exhibit L in this response.
Revised Estimate. The itemized reclamation costs requested by the DMG
in its adequacy review are as follows:
Backfilling and Grading, Shot Rock at Max. Disturbance
Since topsoil and overburden are covered in other comments and line
items, we believe this comment to be limited to the cost and quantity of
shot rock that will need to be moved on-site at the time of maximum
disturbance. As discussed below under Rule 6.5, and as referenced in
Allen Sorenson's comments, the mining plan for MMRR Quarry will
commit the operator to "operating the quarry such that final reclamation
benching is maintained from beginning to end of the ten year mine plan."
While this does not eliminate the need to move shot rock around the site,
this does ensure that large quantities of shot rock will not accumulate and
that shot rock is backfilled into cells on the pit floor as a matter of routine.
The amount of unusable shot rock that will be in a temporary location on
the site at any one time will be de minimus. Cost: $0.
Backfilling and Grading of Overburden
The original submittal for MMRR Quarry contained a footprint of 32.5
acres subject to replacement of overburden. The revised quarry footprint,
specifically factoring in new benches and revised bench depths, as
described above, contains 36.8 acres over which overburden will be
respread. Adjusting the original "Placement of Crusher Fines" line item in
Exhibit L by an appropriate factor, the revised cost for this item is $57,543
for 115,087 CY.
Construction and Installation of Drainage Diversion Channels
Construction and Installation, Main Access Drainage Controls
Backfill, Grading, Removal of Sediment Pond Outlet Structures
The extended cost of these items is calculated in the table below.
Including excavation of Diversion A from the beginning to the Haul Road
(where excavation is completed as part of Haul Road excavation),
excavation of the terminus ditch leading to the creek channel, riprap pads
at the outlets into the creek channel, and Diversion B Corrugated Steel
Pipe culverts and post-mining meandering channel. Diversion B itself will
be excavated as part of mining as mining progresses across the
processing Area and Quarry floor. Cost: $26,400
