MINED LAND <br />1313 Sherman St RECLAAAATION DIVISIQN <br />Denver, CO 80203 <br />RE: County conditions to approval and slight alterations in <br />the plan for Crystal Pit, City of Colorado Springs. <br />Your File No.: M-89-116 <br />Dear Mr. Boyd: <br />On December 12, 1989, the Teller County Planning Commission <br />approved the request for a Conditional Use Permit for the <br />Crystal Pit. The planning commission placed a condition on <br />the approval that soil stabilization be applied to <br />situations where the slope is 2:1 or steeper. In short, the <br />commission included the recommendations from the Division of <br />Wildlife that addressed the erosion potential for the steep <br />slope areas. Although we feel such can be accomplished <br />through grading (leaving a rough surface) we agreed to use <br />additional measures. Additional measures could include <br />crimped straw mulch, mulch matting, or the use of existing <br />vegetation by chipping and spread on the steeper slopes in <br />conjunction with leaving a roughened surface. In some <br />instances, distributing raw woody material would also help. <br />Therefore, the reference to not mulching in the application <br />should be altered to say "Mulch or an equivalent treatment <br />with organic material, in addition to the erosion control <br />measures through grading, will be applied to all slopes <br />where the gradient is 2:1 or steeper." This wording, it is <br />our understanding, would also address the concerns of Pike <br />National Forest regarding the erosion .potential. <br />If you have any questions, please call. <br />Respectfully, <br />Mark A.
