MINING PLAN • <br />MINING PLAN <br />General Plan <br /> <br />EXHIBIT D (coot) <br />As described in the Eagle County Special Use Permit Application, B&B proposes that mining and <br />other disturbance be limited to 29.2 acres fora 10 year period, mining no more than 500,000 total <br />tons over this time. Section 1 of the Special Use Application describes the initial ] 0 year operation <br />at low production. If the County approves full production mining after 10 years, the mine will <br />gradually increase production until a level of 350,000 tons per yeaz is reached. The full operation will <br />last approximately 40 years and will reduce the current level of the gravel terrace by approximately <br />40 feet. The mine access road will utilize an existing landowner access road to the terrace from <br />Coffee Pot Road as shown on Map Exhibit 5. <br />The plan discussed in this section assumes full mining operation as described in Section 2 of the <br />County special use application. Certain subsections such as that for Drainage and Sediment Control <br />do cover both the initial 10 year plan and the full production plan. This will be a dry sand and gravel <br />extraction operation located on a tettace deposit welt above the Colorado River. As can be seen <br />from the original topography on Map Exhibit C-1, the terrace deposit is approximately 200 acres <br />in size. The general plan is to mine the top 40 feet of this gravel deposit and restore the land to its <br />original condition at this lower level. This plan results in distinct advantages for land improvement <br />since approximately 14 acres of existing steep slopes with sparse vegetation will be restored as flat <br />irrigable pasture. Total reserves of gravel to be mined are almost 13 million tons and the operation <br />is expected to last over 40 years at an average production of 325,000 tons/yr. No ground water <br />associated with Deep Creek or the Colorado River will be encountered due to the high thickness of <br />alluvial gravel that will remain between the bottom of the pit and the water bodies. This thickness <br />will be between 80 feet and 100 feet at all locations. A 40 feet high berm will be utilized to reduce <br />visual, dust and noise impacts along Coffee Pot Road and the Colorado River Road. This berm will <br />be present until the final 4 years of the operation, when it will be removed and the final reclamation <br />will be complete. <br />13 <br />
