The range of depths that you state will be replaced seems to be a combined depth for topsoil and overburden, <br />though it is not clear. Please clarify the range of depths of each material that will be replaced. Please be aware that <br />published NRCS soil survey information states that there is deeper soil at this site (which was also observed during <br />our inspection). Without other, compelling information, I am not in favor of approving a topsoil replacement depth <br />of as Little as 4 inches, as originally proposed. <br />Your plan states that the processed aggregates may be intended for use as concrete aggregate or asphalt aggregate. <br />Those types of batching are not included in this exhibit, so I assume that the processed aggregates would be hauled <br />offsite for such hatching. If this interpretation is not correct, and hatching onsite is intended, please provide more <br />information. <br />Please briefly describe any stormwater controls you plan to use on the site <br />Exhibit E -Reclamation Plan (Rule 6.4.5) <br />Please clarify either here or in the previous exhibit (Exhibit D) the planned topsoil and overburden replacement <br />depths. <br />Phased mining and concurrent reclamation are planned. Please explain whether the mined slopes in Phases 1 and 2 <br />will be reclaimed, fully or partially, before commencing activity in Phase3. Will the pit floor ut Phases 1 and 2 be <br />reclaimed when mining in Phase 3 starts? <br />Your plan states that 10-15 acres will be "active," but it is not cleaz if you intend for that to mean the amount of <br />unreclaimed disturbance. If reclamation of disturbance is keeping up with new areas being affected, to the extent <br />that "active" azeas aze the only areas to be reclaimed at any point in time, then that level will become a permit <br />condition, and the bond amount will be based on that level. Please clarify. <br />Your post-mining land use is rangeland, and the reclamation therefore includes revegetation. You must provide the <br />details of the revegetation, such as seedbed preparation, seed mix, fertilization and mulching. You may contact the <br />NRCS or DOW (see Exhibit H below) for this information. <br />Exhibit F -Reclamation Map (Rule 6.4.6) <br />There are several small items which must be revised or corrected, which will require that a new reclamation map be <br />prepazed. <br />As noted above, this map must be signed and dated by a person qualified to prepare such maps. <br />Please check the map scale and provide the correct scale on the map. <br />If there are azeas either azound the perimeter of the permitted area which will be undisturbed "buffer" areas, or <br />down in the bottom of the gulch, please delineate them. If there are roads to remain onsite, or a pond to remain in <br />the gulch, please depict those types of features. If there aze to be areas which will not be revegetated, such as <br />roadways or undisturbed areas, please delineate and clearly label those also. <br />Exhibit H -Wildlife Information (Rule 6.4.8) <br />The Colorado Division of Wildlife has commented on this application, and has recommended certain operating <br />limitations to reduce adverse impacts to wildlife. While DMG does not regulate such matters, we are interested <br />whether you plan to adopt their revegetation recommendations. Please comment. <br />Exhibit I -Soils Information (Rule 6.4 9) <br />The soils information appears to be incomplete, compared to the published NRCS soil survey. There aze three <br />different soil types covering your permit area, but only information pertaining to one of the types is included in the <br />application.
