determined through the 43 CFR 3715 regulations. If a night watchman is needed, there is housing
available in Cripple Creek or other surrounding communities that should be utilized for this purpose.
5. The approved permit should clearly establish the type of equipment that will be authorized on site.
Over the past several years, our office has observed substantial inoperable equipment on site that does
not appear useable or applicable for the use intended,
6. There is some confusion on the final grades of the site following reclamation. The approved permit
should cleazly define final slope configurations for this site.
7. The post mining use is defined as a picnic area in one section and open range/wildlife habitat
following reclamation. The post mining use should be defined as open range.
8. The proposal describes concurrent reclamation where some of the processed material is placed into the
same pit that is being mined. Considering the relatively small size of the pit and probable instability
of processed materials, it would appeaz that this conceptual plan may not be practical. The approved
permit should clarify material handling to enswe that reclamation plans can be implemented.
9. Recently the Royal Gorge Field Office has been required to provide federal funding to cover
reclamation of the Sherman Mine and the Rocky Mountain Minerals site that were substantially under-
bonded. The Sherman mine reclamation costs aze estimated at over $250,000, The current bond
amount of this site of $3,500 appears to be inadequate to reclaim the site if significant equipment
needs to be removed, water issues dealt with, site re-graded, and vegetation established.
We are providing a copy of this correspondence to Mr. Scott and Teller County for their records. We would
appreciate being kept informed as to final permit approvals of these concerns as provided through our
cooperative agreement. Please contact Dan Grenard of my staff ~f you have any questions regarding this letter.
Sincerely,
/~/~~ ~ , `-mil
Roy L: Masinton
Field Manager
Royal Gorge field Office
CC Foster Scott
127 North Circle
Canon City, CO 81212 - _ _ _ _ __ _
Teller County
Community Development Services
Jan Fetrow
PO Box 1886
Woodland Park, CO 80866
