Dear Mr. Deckler:
It will be necessary for WFC to conduct blasting in the refuse disposal area for the
above referenced permit. Rock obtained from blasting will be used in underdrain
construction. Blasts in this area will normally require less than 5 pounds of explosives.
At times it may be necessary to exceed this limitation. As a result the following
information is being filed with the Division for compliance with section 4.08.1 of the
Colorado Mined Land Rules and Regulations.
GENERAL
Wyoming Fuel Company, New Elk Mine, Weston, Colorado will conduct blasting in
the permitted refuse disposal area at the New Elk Mine; Sections 14 and 23 Township 33
south, Range 68. Mr. Robert B. Morehead, 7r., Vice President of Operations is in charge.
PREBLASTSURVEY
All residents within one-half (y:) miles of any part of the refuse disposal area permit
boundary have been notified of the procedures for requesting a preblast survey. A copy of
this letter is enclosed. The Vialpando residence is the only residence within one-half (Y:)
mile of the permit boundary.
WFC understands, upon resident request to the Director for a preblast survey WFC
will either contract or perform such a survey as defined in section 4.08.2. In addition,
copies of the survey will be supplied to the resident and the Director.
