Enclosed please find a letter date <br />Febuary 6, 1987 from Mr. Edward Bischoff, Minerals Progra <br />Supervisor of Colorado, which clearly states the limits s t by the <br />I10 Limited Impact Operation, the life of the permit and ow easy <br />it is to transfer this proposed permit "without notice". When the <br />demand presents itself and the financial gain is present a will <br />certainly see a full scale sand operation being conducted at <br />Willow Bend Pit if this permit is approved under the soft shoe <br />approach currently being used by Mr. Dillon and condoned Eby Mr. <br />Knowlton. <br />Two of you County Commissioners have recently sat in a h~aring and <br />heard Mr. Zwick and Mr. Knowlton plainly state that the Qounty has <br />no control over the commercial glider operation being conducted <br />by Mr. St Clair today even though the IaPlata County Co issioners <br />strickly forbid any such operation in hearings in 1979 a d again <br />in 1983. <br />Approval of this "small" sand operation will certainly e~olve into <br />the same type of nightmare in the future with several of~the same <br />players mentioned above involved. <br />Material excavated from the proposed sand pit site will be partially <br />replenished by spring flood water but removal of the gr ssland from <br />the area will cause extensive errosion by the spring fl od waters <br />and culminate in a change of the course of the river. <br />2 <br />
