Moreover, thorough environ- <br />mental analyses of Energy Fuels' existing operations, as <br />well as the proposed Eckman Park expansion area encompassed <br />by Lease C-22644, have been done and are found in the North- <br />west Colorado Coal Regional Final Environmental Statement, <br />the Northwest Colorado Supplemental Report, and the Environ- <br />mental Assessment Report dated January 18, 1979 prepared by <br />the Bureau of Land Management in connection with the issuance <br />of Lease C-22644. <br />In conclusion, we hope that all these factors -- Energy <br />Fuels' critical need for reserves to keep its mine in <br />operation, the Secretary's commitment to respond to Energy <br />Fuels' production dilemma, regulatory familiarity with <br />• Energy Fuels' operations and proposed mining plan, sigifi- <br />cant prior environmental analysis and minimal net environ- <br />mental impacts -- will enable you to expeditiously review <br />and act upon Energy Fuels' application. We must reiterate <br />that without regulatory approval of this application by <br />January 1, 1960, Energy Fuels will be forced to greatly <br />diminish and may ultimately terminate its surface mining <br />operations at Energy Mines 1 and 2. <br />We know that the permit application will be carefully <br />scrutinized. Recognizing this, we want to maintain open <br />lines of communication.
