Andrus, Heine & Crane <br />September 14, 1979 <br />Page Four ~ <br />----------------------------- <br />baseline information requirements in a wide variety of areas. <br />The substance of these discussions, including detailed con- <br />firmation of baseline parameters, has been set forth in <br />correspondence from Energy Fuels to OSM and representatives <br />of the Colorado MLRB. <br />We must emphasize that the application is not for a new mine <br />in virgin country. It covers an operation that has been in <br />existence for over fifteen years and one with an excellent <br />reclamation record with good standing in the community. <br />Equally important, the application does not seek to expand <br />the existing levels of production requiring added employees <br />or significantly greater levels of disturbance. Mining will <br />simply proceed logically into the adjacent newly acquired <br />federal coal lease. No new railroad transportation or <br />support facilities will be required. On the other hand, <br />delay in the approval of the permit application will have <br />devastating repurcusions on the community and the prospects <br />for successful reclamation of previously disturbed areas. <br />Both OSM and the State have significant familiarity with <br />Energy Fuels' on-going operations. OSM Region V Division of <br />Technical Analysis and Research, and specifically Mr. John <br />Hardaway, have conducted a review of the Energy Fuels mining <br />operations, with particular emphasis on the Energy Mine 2 in <br />connection with the recent approval of a modification to <br />Energy Fuels' existing mine plan to include the areas within <br />Federal Lease C-20900. The MLRB has evaluated Energy Fuels' <br />mines thoroughly through numerous permit and permit amend- <br />ment applications over the past several years. Since much of <br />this permit application covers Energy Fuels' on-going oper- <br />ations at Mines No. 1 and 2, which have been scrutinized <br />. previously, albeit, under the Interim Regulations and prior <br />
