Messrs. Andrus, Heine & Crane
September 14, 1979
Page Four ~
-----------------------------
baseline information requirements in a wide variety of areas.
The substance of these discussions, including detailed con-
firmation of baseline parameters, has been set forth in
correspondence from Energy Fuels to OSM and representatives
of the Colorado MLRB.
We must emphasize that the application is not for a new mine
in virgin country. It covers an operation that has been in
existence for over fifteen years and one with an excellent
reclamation record with good standing in the community.
Equally important, the application does not seek to expand
the existing levels of production requiring added employees
or significantly greater levels of disturbance. Mining will
simply proceed logically into the adjacent newly acquired
federal coal lease. No new railroad transportation or
support facilities will be required. On the other hand,
delay in the approval of the permit application will have
devastating repurcusions on the community and the prospects
for successful reclamation of previously disturbed areas.
Both OSM and the State have significant familiarity with
Energy Fuels' on-going operations. OSM Region V Division of
Technical Analysis and Research, and specifically Mr. John
Hardaway, have conducted a review of the Energy Fuels mining
operations, with particular emphasis on the Energy Mine 2 in
connection with the recent approval of a modification to
Energy Fuels' existing mine plan to include the areas within
Federal Lease C-20900. The MLRB has evaluated Energy Fuels'
mines thoroughly through numerous permit and permit amend-
ment applications over the past several years. Since much of
this permit application covers Energy Fuels' on-going oper-
ations at Mines No. 1 and 2, which have been scrutinized
. previously, albeit, under the Interim Regulations and prior
