July 15, 2003
Division of Minerals and Geology
1313 Sherman Street, Room 215
Denver, CO 80203
RE: Haldorson Sand and Gr vel Mine
File No. M-2003-037
Dear Sir or Madam:
S Tga.que- ~~J e~7~~-+...
RECEIVED
JUL 18 2003 -/
Division ~f Minerals and Geology
I object strongly to the granting of a permit for the above named file.
Please be aware that there are many unresolved issues regarding the
above named pe: mit request. I would respectfully request that you address
the following issues:
The Division of Minerals and Geology (DMG) needs to require
Haldorson and Sons, Inc., to have a thorough ground water
assessment done by an agency qualified to do hydrologic
investigation. Baseline information must be established prior to
ground breaking. Please require that a sufficient number of
monitoring wells be established on the perimeters and throughout
the 156-acre parcel and to the depth that mining would take place.
Please require that the data be recorded on a minimum of a weekly
basis throughout the testing period of at least one year and that the
data be available for public scrutiny prior to a decision being made
or a mining permit is issued.
The DMG should require Haldorson and Sons, Inc. to present a plan
that clearly prevents contamination of ground water and surface
water from any source and make that plan available for public review
before a decision is made regarding the application.
The DPl!G needs to require Haldorson and Sons, Inc. to provide proof
that the proposed project will not alter or impact the historic
operation of existing water rights such as irrigation rights or the 10
decreed springs that exist directly east and downstream of the
deepest part of the proposed pit and that this evidence be available
for public review prior to a mining permit being issued. If the
applicant cannot rp ove there is no ground water throughout the year
as the application claims, require the applicant to submit complete
and detailed plans to mine the property without altering or impacting
historic operation of existing water rights and allow public comment
on those plans prior to a mining permit being issued.
